COMMISSION IS DEADLOCKED ON INSULLBONDS Dissenting Members Declare Sale Price Too Much Below Par. The question of whether the In-sull-controlled Northern Indiana Public Service Company shall be permitted to sell a $15,500,000 bond issue at 88 per cent of par, or a higher figure has deadlocked the public service commission, it was learned today. An order written by John McCardle, commission chairman, authorizing the sale at 88 per cent, still is lying on his desk, with Commissioner Howell Ellis concurring and Commissioners Calvin Mclntosh and Jere West dissenting. The fifth member of the commission, Frank T. Singleton, is on a vacation and no prospect is seen of terminating the deadlock before his return. The $15,500,000 issue of 5 per cent first mortgage refunding gold bonds is asked in order to pay for improvements that have been made on money borrowed from the company’s treasurv and to be made during the year. These improvements total $13,640,000. The $1,860,000 difference is that amount which will be lost through the sale of the bonds at 88 per cent. Dissenting commissioners declare that the bonds should be sold for 91 per cent or better. The original petition filed July 9 declared the bonds were to be sold at 91 per cent, but was reduced because of fluctuating market. Commissioner Mclntosh declared the bonds should be sold at a higher figure because the public will have to pay, through increased rates, the deficit which must be made up when the bonds will be redeemed. Mclntosh declared he believed the profit to be made by Halsey, Stuart & Cos. is proportionately too large. COMMITTEES ON SAFETY FESTIVAL WILL MEET Groups Will Lay Plans for South Side Affair. A series of committee meetings to plan for the south side safety festival Sept. 7-8 were announced today by J. E. Burke, chairman of United South Side Civic Clubs central committee. The parade comm. WOMAN PIONEER OF CITY CALLED BY DEATH Miss Mary McClain Taylor Will Be Buried Saturday. Funeral services for Miss Mary McClain Taylor, 72, of 716 East Twenty-third street, a life-long resident of Indianapolis, who died Thursday, will be held at the home today at 2 p. m. Burial will be in Crown Hill. Daughter of a Civil war veteran. Miss Taylor was born in Cedar Rapids, la., and came to this city when she was 4 years old. She had been in failing health for several years. She was a member of the First Presbyterian church. STREET CAR FARES RISE IN ST. LOUIS Ticket Book Plan to Be Put on Trial for 60-Day Period. i BI JEFFERSON CITY. Mo.. Aug. 23. I —St. Louis will ride to work Monday 1 paving street car fare with twelve--1 ride ticket books as the result of ! the approval late Thursday of the book ticket plan by the Missouri public service commission. The plan will be in effect sixty days as a trial period. The twelve-ride ticket books w,u sell for 90 cents. Within the week, if the rider uses up the twelve-ride book, he can ride for 5 cents by presenting the stub. Occasional riders will pay a 10-cent cash fare.
