FIGHT ON NEW TARIFF MAPPED BY OPPONENTS Group Commanders Are Not Decided on Plans for Campaign. BV PAUL R. MALLON lolled Pres Staff Correspondent WASHINGTON. Aug. 21.—Opposition generals of the senate silently are assembling here to plan the coming legislative battle against the Republican $605,000,000 tariff bill. None of the various group commanders would indicate what plan of campaign they will upon, but several methods are being discussed. The resolution of Elmer Thomas (Dem., Okla.), seeking to eliminate all save the agricultural schedules of the bill may be sidetracked because it would lead to parliamentary difficulties. Instead of it, a resolution later may be offered, seeking to recommit the whole bill to the senate finance committee with instructions that the committee make the necessary changes. A second plan, being discussed, would call upon the Democrats to prepare a tariff bill of their own, including in it only the agricultural and related rates. This minority bill could be reported out ag a minority report from the committee in protest against the majority bill and as a report it would have an excellent parliamentary status, more satisfactory than a motion to recommit. The Democratic leaders have indicated no strong sentiment for this method, because it carries the responsibility of championing a complete substitute for the Republican bill. They are taking the position that the Republicans were elected last November on a tariff platform which they have the right to enact and that the Democratic responsibility goes no further than the necessity of seeing that the “public interests are protected.” A third suggested plan is to drop all these moves for big joint maneuvers and fight the issues out on individual rates.

50 COMPETE IN SWIMC9NTEST Life Saving Event Begins at Rhodius Today. The annual city-wide life saving contests in which fifty swimmers will participate, was to open at Rhodius park pool this afternoon under auspices of the Indianapolis chapter of the American Red Cross. Persons who have passed either the junior or senior life saving test are eligible to compete. Events will be free style rescue; head carry with rear approach; cross chest carry with surface approach; tired swimmer’s carry, and retrieving lost objects. Medals and places will be ggigven in four divisions. The annual course offered in life saving will begin at Rhodius pool Monday, Francis Hodges, contest manager, announced today.

REPORT $4,385 FUND SHORTAGE IN RICHMOND State Examiners Allege Carbons Altered by Richmond Deputy. A shortage of $4,385.32 in the accounts of the city treasurer of Richmond, made by a deputy, William G. McVay, was reported today to the state board of accounts by Field Examiners Edward A. Cooper and Henry Martin. The shortages occurred during 1927 and 1928 and were made through misappropriation of funds paid into the Barrett law fund. Restitution has been made and the matter will be referred to the Wayne county prosecutor for any further action, accounts board officials said. By virtue of his office, the Wayne county treasurer is also city treasurer of Richmond. McVay, a deputy. was in charge of the city office. By altering carbon receipts to a lesser amount it is charged he pocketed the balances. One shortage 3of $45 on a receipt for S9O for payment of a market house stall also was discovered. S3OO DAMAGE IN FIRE Defective Flue Causes Loss in City Manufacturing Plant, Fire originating in a flue from the engine room caused S3OO damages to the roof of the Indianapolis Novelty Manufacturing Company plant shortly before noon today. STOLEN AUTO WRECKED Driver Leaps as Monon Train Hits Car. An automobile stolen Tuesday evening from Marcus Feinberg, 3516 Central avenue, was wrecked by a Chicago-bound Monon train at Twenty-second street crossing half an hour later.
