BRITISH FIGHT ON YOUNG PLAN 1 BALK^PARLEY [The Hague Conference Is Likely to Break Up on Saturday. BY FREDERICK KL'H United Pres* Staff Corresnondenl THE HAGUE, Aug, 15—Delegations to the international reparations conference here today pessimistically were predicting that Saturday’s meeting of the financial commission would necessitate an adjournment of the conference, with the exception of the subcommissions to be appointed Saturday, until at least the September meeting of the assembly of the League of Nations. It was admitted that no progress was being made by private negotiations toward finding the 48,000,000 marks in increased reparations annuities which Philip Snowden, British chancellor of the exchequer, has been demanding. While it is declared that the adjournment Saturday would constitute neither a break nor a rupture of the reparations conference, as the fubcommissions would continue working, It would: 1. Permit the governments themselves to consider the new situation created by England’s demands. 2. Would permit new informal conversations at Geneva between the heads of the delegations, together with British Premier Ramsay Mac-

U. S. NAVAL SLASH VIEWS AREOUJLINED British Desire for More Information Shifts Eyes to Washington. BY LYLE C. WILSON United Press Staff Correspondent WASHINGTON, Aug. 15.—British desires for further information regarding President Herbert Hoover’s naval reduction program today shifted the center of the current naval situation from London to Washington. Henry L. Stimson, secretary of state, cut a fortnight’s holiday short at a week to return here to participate in the drafting of an American thesis on naval strength. Plans for further vacations this year have been abandoned, except for weekend journeys. The objective of the series of White House conferences begun between the President, Stimson, Charles Adams, secretary of navy, and members of the navy general board is a five-power naval conference probably to be held in London next year. These conferences are to continue, although all will not occur under the White House roof. Wednesday’s breakfast meeting with the President was inspired by Stimson uin receipt of dispatches from Ambassador Charles G. Dawes. Great Britain, the United Press Is informed, has shown anxiety to examine the Hoover “yardstick” or formula for comparison between the United States and the British navies. In proposing naval reduction to the world last spring, Hoover suggested each naval power should devise its own formula for comparison and that these finally be compared in an effort to obtain a compromise method of measurement. This suggestion has not yet been complied with. While naval technicians in five capitals presumably compiled data, Britain announced acceptance of the American principle of parity. Disagreement, which appears so far to be of a minor nature, exists in Washington regarding the definition of “parity."
