NOTES ON V.S. AFFAIRS ARE HOOVER HOBBY Keeps Records as Reference Source and ’Mine of Ideas.' BV LAWRENCE SULLIVAN United Presx Staff Correspondent WASHINGTON, July 26.—A system of personal notes has been instituted by President Herbert Hoover as anew “indoor hobby” since he entered the White House, March 4. Begun primarily as an aid to memory’ when he plunged suddenly into a multitude of problems early in his administration, the practice has expanded gradually until it amounts to a systematic daily historical record of the executive branch of t.he government. In the case of cabinet meetings in which major policies are under consideration, the President's notes make<n informal set of minutes. Not to Publish Notes Hoover has no thought of keeping the records with a view to later publication. They serve him principally as a reference source and “a mine of ideas” to which he may refer quickly in his library at the executive mansion when he is alone with a knotty problem of state. A similar record of his relief services in Europe during the war. which he since has donated to the library of Stanford university, is regarded by historians as one of the richest American sources of documentary war history extant. Only the private papers of Woocrow Wilson, which now are in the hands of Ray Stanard Baker for compilation, approach the Hoover collection for magnitude and variety of subject matter, according to those who have examined portions of both files. The habit of note-taking grew upon Herbert Hoover early in bis career as mining engineer, when he moved about between Australia. China, India. San Francisco and London as readily as most of his contemporaries moved from New York to Boston. Never Are Printed Only once have these notes been made available for publication, and in that instance they were turned over to a personal friend for examination on condition nothing should be quoted save such material as carried bona-fide historical significance general in character. Members of his official family who have remarked upon the President's tendency to write sketchily on a pad of paper from time to time during cabinet meetings were at a loss to explain for many weeks just What occupied his mind as he wrote. It was not until Hoover had occasion to refer in open session recently to his notes of a previous meeting that the explanation was forthcoming.
