So says Frank F. Fisher, member of the Chicago Crime Commission, associated with Marshall Field Sc Cos., who is spoke-man for a group of outstanding citizens who have declared that they will protect the reputation of Edward Fogarty, former Indiana warden and humanitarian. from any unjust attack. This group, having no financial interest in the suit filed by Mrs. Zytiia Norman against the estate of Fogarty. ha i a very deep interest in the protection of the name of Fogarty from s he charge of fraud made in a civil suit filed in the Georgia federal courts after his death. Declare Charges Untrue They have searched the record. They have examined the documents < in the matter, they declare, through 1 Mr. Fisher, that the charge is unfounded and untrue. Ordinarily the defense would i await the trial of the ease but the ; handling of, this suit has such pc- ; culiarities that they have expressed a desire to make a public statement as early as possible in order that j there be no lingering suspicion on : the part of any citizen that Fogarty ma’ iiave been a dual character, exemplyt- ing the highest, of ideals in l’.in official life but engaging in sharp practice to gain money. Instead of practicing fraud upon a woman, these men assert that the full story adds but another unknown chapter to the many acts of kindly interest and self sacrifices for which Forgarty was noted. The acquaintance between Mrs. Norman and Forgarty began, it is ssre-rteri, when she visited the Indiana prison whore a son-in-law was serving a sentence. She confided ?o Forgarty the fact that she was worried by a mortgage on a large tract of Georgia land. She wanted, to sell. Fogarty wanted to aid. and arranged to buy. From the moment- the sale was made until the day of his death, every payment was made promptly, as evidenced by cancelled checks. There were some revisions of the contract made necessary by the fact that a portion of the land for which the contract was made had been previously sold and could not be delivered. The state of Georgia, under the Torrens system, guaranteed the title of Fogarty when later he transferred it to a corporation formed for ‘he purpose of handling the transaction. Never Profited. Tne evidence at hand, says these gentlemen, if an opportunity is given to present it in court, will show that Fogarty never profited and that his purpose at all rimes was to aid a woman w ho had enlisted his sympathy. Fogarty. In the brief official life in Chicago won the respect and admiration of the strong group of men who are battling for better things. They lock upon his public service as in inspiration. They know that he also aroused strong enmities of the kind that were a compliment. Their purpose is that this civil suit be not used by these enemies to destroy the forces for good by striking at the memory of a man w ho. in his grave is defenseless.

July 20—The Chinese Eastern railroad in Manchuria. over the control of which a. war is threatening, is the key which can make available an enormous wealth of natural resources a* present locked up beneath the soil in the forests of Manchuria. Iron and gold are said to be present in large quantities although at present these resources remain practically .untouched. There are two iron mines in southern Manchuria, one operated by the South Manchuria railroad. Tn the northern region there arc none. Gold Is washed on the tributaries of the Amur River up near the boundary of Russia, but the gold washers take only the most accessible metal. There are as yet no mines of any importance in the whole northern region which is reached by the Chinese Eastern railroad. Manchuria Is rich in coal. Tn the northern section seventy mines are in operation, but only four of these are modern mines. The majority are very primitive workings with an annual output of only s a few hundred tons. The four principal mines are operated by Russian, Japanese, and English capital. In southern Manchuria, the principal coal mine is operated by the South Manchuria railroad and has

TAX RATE HIKE LOOMS IN 1930 6-Cent Raise Asked in Bond Levy. An increase in the 1930 tax rate loomed today when the 1930 budget showed an 18 cent tax levy for retirement of bonds payable in. 1930. compared with a 12-cent levy in 1929. according to City Controller Sterling R. Holt. Holt said the civil city will require an additional 4-cent.rievy for retirement of bonds due. Park bonds will necessitate an additional 2-cent. levy. A total of $531,397 will be needed in 1930 for interest and principal on bonds of the sanitary and park boards. Mayor L. Ert Slack believes there should be no increase in personnel in the 1930 budget with exception of the police and fire departments, according to Fred W. McConnell, safety board president.
