June 28.—Steel manufacturers appeared before the senate finance committee this week to explain their reasons for asking changes in the metals schedule of the tariff bill. Knowing the temper of the senate Reed frankly told a witness that it is unlikely the subcommittee w ill recommend a change in the law insofar as finished steel is concerned. A lower tariff on manganese ore is being sought. A duty of 1 cent a pound was inserted in the Ford-ney-McCumber bill on the assumption that it would stimulate American. production.
