June 28.—Steel manufacturers appeared before the senate finance committee this week to explain their reasons for asking changes in the metals schedule of the tariff bill. all other domestic industries,” he said, Steel manufacturers had two specific complaints, one that the present rates for finished products is too low to meet existing competitive conditions, and the other that the duty on raw materials is too high and out cf line with the protection accorded finished products. Finished steel, however, will get scant consideration from the senate. just as it did from the house, Senator David A. Reed of Penn- - ylvania, chairman of the subcommittee. predicted. Knowing the temper of the senate Reed frankly told a witness that it is unlikely the subcommittee w ill recommend a change in the law insofar as finished steel is concerned. A lower tariff on manganese ore is being sought. A duty of 1 cent a pound was inserted in the Ford-ney-McCumber bill on the assumption that it would stimulate American. production. But manufacturers have imported 92 per cent of their manganese for the past six years, paying a total of $45,771,328 in tariff duties. * This tax. according to L. E. Block, chairman of the Inland Steel Company of Chicago, who acted as the spokesman for allied Pennsylvania, Ohio and "independent” manufacturers throughout the country, con-
etitutes a "subsidy,” and is in effect a tariff for "revenue only.” Block testified that total manganese requirements for the past six years were 3,894.820 tons more than total avaiable domestic output. The manganese tariff has demonstrated, he said, that domestic production can not supply demands. If the tariff continues in the face of increased demand for American steel the duty will cost American consumers $1,000,000 a month additional.
