WISCONSIN IN MOVE TO ENTER RUM BUSINESS i Stirred by Opinion That States Have Right to Make, Sell Liquor. p-i Unit r 4 Br * MILWAUKEE. June 17.—An opinion from J. G. Hardgrove, former president of the Milwaukee Bar Association, that any state in the union may manufacture and retail liquor has resulted in anew drive in Wisconsin against prohibition. Hardgrove’s opinion declared that the eighteenth amendment does not prohibit states from manufacturing liquor and selling it, although the Amendment does bar individuals ffnm such activities. Asa result of Hardgrove’s statement, two Wisconsin legislators were at vyrk today preparing a joint resolution to be placed before the state ;*ssemb!y providing for entrance of Wisconsin into the liquor business. Doe* Not Prohibit States Hardgrove's opinion stated that the loophole in the amendment came through its wording which did not declare specifically that the states could not engage in such activity. He emphasized that his statement was nothing more than his own personal interpretation of the eighteenth amendment, but he added that the point he had raised ‘certainly is a debatable one." ‘ The amendment does not in terms prohibit the personal use or consumption of intoxicating liquor,” his statement said. ‘‘lt does proceed upon the assumption that the use or consumption of intoxicating liquor is in itself harmful to the great body of citizens and thereby indirectly harmful to the government itself. States Free to Sell Rum "It is therefore suggested that each state government is free to adopt some method of manufacturing or importing and dispensing liquor to its citizens, notwithstanding the eighteenth amendment." Immediately after reading the statement. State Senator Ben Gettleman announced that he and Assemblyman John Grobschmidt •would introduce a joint resolution in the legislature providing for state entrance in the liquor business. 3,000 OSTEOPATHS AT SESSION IN DES MOINES Seven Nations Represented at An- ; nual Convention. Sections will be devoted to physical therapy, gastro-intestinal disease, chest, heart. X-ray diagnosis, general technique, research, athletics. legislation, and nervous and mental disorders. Although burned by ignited gasoline Solter leaped in his parachute and escaped with slight injuries. Meadows was killed in his plane.
