Governmental action is at the moment focussing public attention on the ownership of newspapers. The Scripps- Howard organization does not nominate itself a judge of what other newspapers should or should not do. But it does emphatically subscribe to the right of every newspaper reader to know whether or not his newspaper is a free agent; free to view all issues and events impartially; free to print all the news without biased interpretation.
