DEBT ACCORD NEAR; WORK ON NEW PAY PLAN Belgium Approves Terms: Hope for Agreement by Next Week. BY SAMUEL DASHIELL Tnlted Press Stsff Correspondent PARTS. May 29.—Out of the deluge of figures on which the reparations experts have been laboring for the last two days was expected today to emerge the new annuities schedule for German's liquidation of her war debts to the allied creditor nations. Another great obstacle has been surmounted by the delegations and the outlook for an agreement was said to be brighter today than it has been since the conference started. In fact, some of the American delegates expressed the hope that they would be able to sail for home next week, their task in Paris successfully accomplished. The question of repayment to Belgium of the gold francs confiscated by the Germans during the years of occupation, a question which for a time threatened to break up the conference, has practically been taken off the shoulders of the reparations experts and probably will be settled between Germany and Belgium by direct negotiations. Belgium insisted on the reparations conference making provisions for final settlement of this claim. The allies, in their most recent memorandum, included the Belgian demands. But Dr. Hjalmar Schacht. head of the German debt commission, was so vehement in his refusal to accept the condition, on the grounds that it was out of the jurisdiction of the current conference, that the American unofficial delegates immediately began to seek means of relieving the situation. j After many private conferences it wa& finally agreed, it was said, that the matter would be handled by the chancellories of Belgium and Brussels. direct, thus relieving the experts of the burden of settling this delicate point. With this problem out of the way the experts were free today to finish the constructive work of getting the annuities figures whipped into shape. The chances of acceptance of the final figures were said to be very good. i
