Tim third plane being made in the United States is the German Aeromarinr Klemm. This Is a lowwing monoplane, which looks like a t.lnv edition of the Junkers. It carries two persons in open cockpits. LIQUOR ABUSES ALARM NATION Prohibition Makes Finland Land of Drunkards. Bjt Unitr:A Pirn* HELSINGFORS. Finland, April 19.—A marked increase in drunkenness in Finland during the last five years of prohibition is revealed in the national statistics, just published. The general increase has been 18 per cent during this period. Drunkenness among men has increased to a great extent, but the increase among women and children has been so great as to cause worry among the social scientists. According to the statistics, drunkenness among women has increased no less than 150 per cent, while among children it was even twice as great as that. 300 per cent. In Helsingfors for the last five years the total number of cases of drunkenness and violation of the dry laws was 100,982, or approximately 43 per cent of the City's entire population. Analysis of the figures on arrests showed that prohibition apparently has made little difference on the educated classes. The number of arrests in this class has remained fairly even during the last five years, at between 1.450 and 1.600 annually. Joseph Lawless, one-time Indian fighter, hopes to find a pot of gold. Lawless’ rainbow is a table which he bought quite a while ago. While knocking around it recently. a hidden drawer was revealed which held a manuscript. The manuscript directed the finder to a pot of gold 110 rods from the elm tree where George Washington directed troop movements from New Brunswick.
SPECIAL AGENT RESIGNS Justice Department Sleuth Resigns, to Leave May 1. G. H. Hennegar, special agent of the bureau of investigation, department of justice, assigned to the Indianapolis office, has tendered his resignation, effective May 1. He has accepted a position with the Automobile Protective and Information Bureau. Chicago, as special agent for Indiana, Hennegar has been with the department seven years. Senator Blease iDem., S. C.) announced today he would demand action on the resolution he introduced to prevent the diplomatic corps from having its privileged liquor. In the house many prohibition and liquor bills already have been introduced. A Republican senator also , is drafting a bill for the same purpose as the Blease resolution. Senator Tydings < Deni., Md. * will introduce a bill to amend the Jones j “five and ten” enforcement law.

The resolution proposing a con- j stitutional amendment is entitled “a ! joint resolution to amend the constitution so as to subject any person or persons upon any foreign territory located in the United States or its possessions to the operations of the national prohibition i laws.” The developments brought forth j speculation today as to the result if the Blease constitutional amend- j ment were adopted. It was agreed that, it would be a violation of international law, which allows each nation jurisdiction over the area on which its embassies in other countries are located.

Rate-making valuation of the Vincennes Water Supply Company is increased from $723,000. the figure set. by the public service commission. to $1,032,066. in an opinion handed down Thursday by the United States circuit court of appeals. Chicago. The opinion reversed the decree of Federal Judge Robert' C. Baltzell, whon on July 11. 1928. dismissed the company’s appeal from a public service commission order of May 1. 1928. The higher court opinion suggested that the district court ehjoin enforcement of an order to the commission producing a return of less* than 51.532.066 valuation. The Vincennes company w r as purchased by Benjamin Park. Charles A. Edwards and George H. Alexander, Indianapolis, in 1927. for $457,000 cash and by assuming outstanding liabilities. The Agues also included the Greencastle Waterworks Company, valuation of which recently was creased from the commission's* figure of $300,000 to $350,000 by Baltzell. April 19.—The Chinese nationalist army, advancing towards Ichang. where conditions have been reported all this week, was seven miles from Shasi today, advices from that city said. Shasi is approximately 150 miles below’ Ichang on the Yangtze river. Chinese gunboats fired on the rebels at Ichang and on both sides of the river all day Wednesday, it was learned today. P. Hoover, Columbus, O. consulting engineer employed by the city. The plant would cost $60,000 Operating costs would be approximate $150,000 yearly. No action will be taken until a detailed sketch is submitted to the common council at a meeting May 21.
