MANAGER LAW TO INFLUENCE BUDGET ITEMS 1930 Appropriations Must Take Account of City Reforms. The 1930 city budget will be devised along lines that will permit its adaption to the city manager form which becomes effective January, 1930. The budget will go to council in August and must be acted upon on or before the first meeting in September. It ie nrabable that the new budget will be worked out along the lines of the present appropriations ordinance, since present city officials have no setup upon which the 1930 expenditures- can be based. It is likely that several departments will be combined under the city manager form. Commissioners wAI have authority to abolish or create boards not specifically created by law. Increase Executives’ Power It is believed that the city manager will continue operation of several departments - now existing, which are not created by statute, except that they will be directed by an executive instead of a board. With the abolishment of the board plan each department head will have broader authority and greater responsibility for his department’s activities. The manager plan is designed to place all the executive and administrative matters under the city manager, the commissioners confining ' their attention to legislative matters. All the present duties of the city council are transferred to the commission under the manager law. The election of commissioners will be held in November. Salary of the commissioners must be fixed by ordinance and not exceed $4,000 in cities of the first class, according to the amendments passed by the 1929 legislature. The mayor, who will preside and act as spokesman for the city, will receive $5,000 in addition to his salary as commissioner. Salary of the city manager will be fixed by the commission. Delay Reform The city administration will not attempt to set up a working organization under the manager form before Mayor L. Ert Slack leaves office. Deputy Controller A. B. Good pointed out that the commission will have power to continue the departments in keeping with the budget appropriation for the first year, or merge them in keeping with the managers policy. Corporation Counsel Oren S. Hack plans to study the manager statute with the view of determining duties the present officers in preparing the city for the new form of government. The Indianapolis manager may Choose to have two or three executive assistants. In Cincinnati the manager has three deputies who handle detailed matters and advise the manager on departmental subjects.
POPE AGAIN MAY CROWN NEW KINGS OF ITALY Legendary Sacred Relic May Be Used in Ceremonies. Bu United Press ROME, March 27.—Resumption of the ancient tradition of crowning the kings of Italy by the popes with the “iron crown,” was suggested by a portion of the Roman press today as a logical result of the recent reconciliation between the church ard the state. The crown was made of byzantine gold and formed by six laminae held by hinges. The crown commonly is called iron because it contains six iron flakes presumably made from one of the nails used in crucifying Christ. Tradition credits St. Helen with finding the nail and causing the diadem to be made. She gave this to the son of the Emperor Constantine, who in turn, according to tradition. gave it to St. Gregory. St. Gregory gave it to Theodolina, queen of the Longobards. The queen sheeted a temple at Monza in 570 for the preservation o the relic, which is still in Monza. All the Longobard kings and later kings and emperors used it for their coronations. Napoleon I was the last to be crowned with it.

Charles A. Belles, above, selfstyled “faith healer” of Allentown, Pa., was arrested in connection with the death of 21-year-old Verna Octavia Delp, on whose body were found two cabalistic notes used in “pow-wow” rites. Authorities promised an investigation of witchcraft practices in Lehigh and adjoining counties.
SOVIET WILL STUDY PROHIBITION IN U. S. Commission May Be Sent to America for Survey. Bj) United Press MOSCOW, March 27.—The AntiAlcohol Society of the Soviet Union has under consideration a proposal for sending a commission to the United States to study the results of prohibition there with a view to applying its lessons to the situation in Russia. An early soviet experiment with prohibition is considered a complete failure. What is known as “local option,” self-determined on by communities on the question, now is in full force in Russia. Under a law of 1927, any community may adopt full or partial prohibition.
