PENNSY TRACK PROJECT HITS SNAG IN COST City Refuses to Pay All of $30,000 for Leota Street Opening. Progress of the $1,000,000 program to elevate the Pennsylvania railroad traces from Cruse to State streets is being delayed by failure of the railroad and city to reach supplemental agreement, it was disclosed today at city hall. When the city ordered Oriental street closed and Leota street opened to provide an outlet for the southeast section it was necessary to order supplemental plans. Pennsylvania railroad officials asked the city to tear the entire cost of opening Leota street instead of following the 50-50 plan of financing the remainder of the project. The Leota street opening is estimated to cost about $30,000 M. N. Bebee, city track elevation engineer, refused to agree. Avoid Traffic Hazard “I can see no reason why the railroad should not pay half of the cost as it does in the remainder of the project,” Bebee ren. “The railroad has oeen treated fairly on other projects. The city assumed the cost of Maryland and Cruse street openings in consideration of several things.” Bebee said. The city ordered Oriental street vacated from East Washington street to Southeastern avenue to avoid creation of a dangerous elevation. The intersection of Oriental and Washington would create a hazard for motor traffic, engineers said. Oriental is east of the Ford Motor Company branch, which resired the street closed for business reasons. Damage Suits Pending Four damage suits are pending against the city. They were, filed by property owners desiring reapportionment of benefits for the Oriental closing. The Pennsylvania was scheduled to begin work on the second section of the elevation program as soon as the first section was completed beyond Cruse street Nothing has been done since December. Bebee returned the supplemental agreement to A. J. Hoberg, Pennsylvania engnieer at Terre Haute, more than three weeks ago. Hobert is understood to have sent the agreement to J. W. Geer, chief engineer, at Chicago. Theodore Dammeyer, works board president, said the city is anxious to proceed with the program as rapidly as possible. If the Pennsylvania does not act within a few days Bebee may go to Chicago to confer with the Pennsylvania officials.
