LESLIE SLOW TO SiON NEW STATEJILLS Waits Till Deadline; Fear Fate of Chain Store Act, 0. K. Worker Law. Even a Governor may change his mind. To preclude curtailment of that privilege, Governor Harry G. Leslie is signing and sendmg to the office of the secretary of state relatively few measures—only those he is “sure of.” For, statehouse rumor has it, the Governor approved one bill and filed it with the secretary of state only to learn when he changed his mind, that acts once filed there, can not be recalled, even by the Governor. Consequently, most bills approved or vetoed will not be filed until late Saturday. Saturday midnight is the deadline. Eighty-one bills await action by Leslie. The chief executive and attorneys were pondering over the corporation law codification act. Wobbly on Bill “Frankly, we’re wobbly on the corporation bill,” John J. Brown, the Governor’s secretary, said. The recodification measure has not been transferred formally to the Governor’s office from the office of Attorney-General James M. Ogden, but has been under consideration for days. The reccdification bill and six companion bills and the store licensing measure comprise the eight still held by the attorney-general. Although they came to him too late to require consideration, sev-enty-three bills are on the Governor’s desk. Thirty-one of that number came from the house and forty-two from the senate. Any of the lot not approved or specifically vetoed by Saturday midnight will fall into the “pocket veto” which spelled the fate of thirty-two bills two years ago. The Governor late Thursday signed the senate bill recodifying the present workmens’ compensation law. As originally drafted, the measure would have unseated present industrial board members and have increased compensation benefits, but these features were eliminated. t Vetoets Contractor Act On Ogden’s advice, the Governor vetoed two bills of questionable constitutionality. They were the contractors’ licensing measure, frowned - upon by the' attorney-general because regulation of contractors, plumbers and electrical contractors is vested in the state building council; and the Martin bill to give the conservation department control over waters of the state and require ; permission from that department for the removal of coal, sand, gravel, oil or other minerals from the bed of streams and lakes. The attorney-general held that penalties for violation were set out in the body of the bill but not in the title, so rendering it unconstitutional. PASTOR ASKS AID OFMIUTIA Climax in Pulpit Battle Is Awaited Sunday. Bn United Press MALVERN, Pa., March 15.—The Rev. Joseph Sproule, ousted as pastor of the Methodist church, hopes to march into the pulpit Sunday under the banners of “truth and the state militia.” The minister, who preached for six hours last Sunday and ate his luncheon in the pulpit so his successor could not occupy it, wired to Governor John Fisher asking for protection of state troopers in the battle that looms Sunday. Meanwhile, a faction of the congregation opposed to Sproule is determined that the Rev. U. S. Marvine, appointed by the district superintendent to succeed Sproule, is going to deliver the sermon Sunday. Chester Thomas, leader of Sproule’s opponents, said he would escort Marvine to the pulpit and make it his business to see that he stayed there. t . Merchants and restaurant owners were preparing for a busy day Sunday, anticipating that throngs would come from nearby towns to see whether Sproule could stage another “pulpit filibuster.” Sproule has announced that the subject of his sermon will be “The Banners of Truth.”
