BIGGEST LEGAL ISSUES IN YEARS i BEFORE COURT Supreme Tribunal to Ponder Important Questions in Four-Week Recess. B,v United Press WASHINGTON, March 12.—The supreme court today started a fourweek recess, during which it will consider and perhaps decide five or six of the most important, legal and economic questior. before it in years. These cases include the Okanogan pocket veto case, argued Monday, the O’Fallon railroad valutation case, the New York subway fare case, the Harry Sinclair jail sentence for senate contempt, and the question of allowing foreign-born Canadians to commute to the United States to work without coming under the immigration quota Jaw of their native country. The court- Monday awarded the nation’s railroads a $49,000,000 victory in a ruling upholding the interstate commerce commission’s action in the railway mail pay case. This decision allowed the roads to collect increased rates from the government for carrying the mails from the date of their application for increased rates, instead of the date three years later when the commission granted the increase. The court denied Edward F. Goltra, St. Louis, a review of his injunction suit to prevent the war department from canceling his lease on a valuable Mississippi river barge line consisting of nineteen barges and four towboats. The court decided to hear arguments on an unique question raised in Cleveland, as to whether state courts can grant a divorce to a wife of a vice consul of a foreign government. John Popovici, Rumanian vice-consul, claimed in his appeal that only federal courts could act on his domestic disputes, under the constitution. ATTORNEY'GENERAL TO ARGUE COURT CASES Mitchell to Break Precedent; Refuses Dry Law Opinion. WASHINGTON, March 12.—At-torney-General William D. Mitchell hopes to continue arguing cases before the United States supreme court, even though he is no longer solicitor-general and no attorneygeneral since George W. Wickersham has personally appeared before the court. “I should like to continue arguing some of these cases,” Mitchell said. “I like that work and hope to find the time to do it.” To most questions regarding dry law enforcement the retention of Mrs. Mabel Willebrandt, the possibility of transferring dry law enforcement to the department of justice by executive order—Mitchell was smilingly non-communicative. ‘‘l have not had time yet to think about these things,” he said. Scandal of Chaplin Break With Lita Gray Fails to Harm Her. BY DAN THOMAS NEA Service Writer Hollywood, cal., March 12. Hats off to Merna Kennedy—she’s one girl in fifty! I seriously doubt if more than 2 per cent of the young actresses in celluloidia could have gone through what the titian-haired beauty did and still kept fighting. If any girl ever had a discouraging start on a career, it was Merna. Because she happened to be playing in “The Circus” with Charlie Chaplin, Merna’s name was linked with all the scandal of the Chaplin divorce. Hollywood gossip hinted at an affair with the comedian and intimated that she would marry him when, he was free from Lita Gray. Yet Merna came through with flying colors. She ignored all that was going on about her. She and Jimmy Hall, himself a popular screen player, were in love. Whenever she was questioned regarding Charlie and Lita her answer always was “I don’t know anything about it.” That’s the way the actress won out. Merna suffered none of the tragedies which might have befallen her through her association with Chaplin and she was schooled in the art of acting by one of the greatest actors in the business. It was that schooling which has resulted in her securing as choice a part as 1929 has to offer a film actress— the leading feminine role in “Broadway,” the stage play for which Universal paid $225,000.

Radical Socialist opposition to the government of Premier Raymond Poincare adopted new tactics today in its attack on the cabinet, concentrating on investigation of deaths of French soldiers in the Rhineland Army of Occupation. Questioning of the government in an effort to raise serious allegations concerning care of French troops in the Rhine valley was demanded. The cabinet is entering what probably is the most critical of its existance. LESLIE SIGNS FIVE BILLS OF CITYINTLREST Authority Given to Purchase Church Sites on Memorial Plaza. Indianapolis’ interest in the legislature just closed centered on five bills, all of which were passed, were signed by Governor Harry G. Leslie and will become effective when the Acts of 1929 are printed this spring. When the Governor Monday signed the two senate bills permitting the city of Indianapolis and Marion county to acquire church properties on the World war memorial plaza, the last of the important “Indianapolis bills” safely were filed with the secretary of state. Preceding them were two bills to facilitate transfer of the Citizens Gas Company to the city, and the Noll city manager amendment act. All were permissive measures, to which legislators acceded. Noll Bill First First to receive executive approval was the Noll bill, clarifying and strengthening the 1921 city manager act. Indianapolis senators and representatives, pledged to the city manager cause, bore the brunt of attack on the measure, aided by friendly forces from Evansville and Terre Haute. Stripped of its original provision for the proportional representation system of electing city commissioners, the Noll bill throws responsibility for their election on a nonpartisan basis upon city manager advocates who realize they may expect their strongest opposition from party groups. frankly stated they were opposed to city manager government, but acceded to passing the Noll bill because “if Indianapolis and these other cities want it, and it doesn’t work, it’s their funeral.” Signs Gas Bills Marion county senators and representatives had little difficulty getting the two gas company measures through the two houses, but had their moments of trepidation when Governor Leslie hesitated to sign them until fully apprised of their importance. Introduced by Representatives Lloyd D. Claycombe and James H. Lowry, in the house, the bills insure legality of the 1905 contract under which the city will take over the Citizens Gas Company in 1930, and create a utility taxing district for Indianapolis, with a 1 per cent bonding limit, providing also, for a commission of five trustees to elect managers for utility properties. Consideration of the senate bills introduced by Senators John L. Niblack and J. Rand Beckett, of Indianapolis, to give the city and Marion county power to issue bonds for purchase of the memorial plaza churches, provoked bitter criticism of the whole memorial project. Time Bill Veto Expected The city and county may not proceed with acquisition of the properties, but the authority now exists for the purchase if the city council and the county commissioners decide to go ahead with the project. Os lesser importance, but of great interest to Indianapolis is the bill, now awaiting the Governor’s action, prescribing that central standard time shall be standard in “courts, banks, public offices and legal official proceedings,” in “cities of the first class.”
