LEADERS MAP OUT PROGRAM FORMNGRESS Senate Chiefs About Agreed House Shouid Go to Work First on Tariff Problem. BY PAUL R. MALLON, United Press Staff Correspondent WASHINGTON, March B.—The program for the extra session of congress beginning April 15 was being mapped out today by congressional leaders who have about agreed the house should go to work immediately on the tariff bill while the senate works on the farm bill. Following issuance of President Hoover’s proclamation Thursday Republican leaders from both sides of the Capitol talked over their scheme for speeding up the 'resident’s legislative program ant also for squeezing out other m. ters clamoring for attention. They do not believe they can confine the session to the two matters the President desires, but they intend to hold the program down as much as possible. A dozen sub-committees of the house ways and means committee

Parents 9 Ages Found to Have No Bearing on Baby By Times Special CHICAGO, March B.—The ages of parents at the time of a baby’s birth have no bearing upon the normality or lack of it in the individual, nor does it make any difference whether one is oldest in a large family, Dr. Madge Thurlow Macklin of the University of Western Ontario Medical School reports as the result of extensive observation of 111 pairs of twins. If heredity caused defects in one twin, it would operate the same way with the other of the pair, but defective individuals often have normal twin brothers or sisters, she found. According to Popular Science Monthly, Dr. Macklin also declares she has exploded the theory that worry and shock to the mother beforfe birth has any effect upon the offspring.
now are at work writing new tariff schedules for various phases of the bill. Their recommendations will be submitted to the full committee March 16 and the full committee will then start whipping the bill into shape. Committee members had not planned to have the bill ready for submission to the house until April 20, but when Hoover moved the convening date up five days they agreed with the, house leaders to have the bill ready the opening day. No work yet has been done on the farm bill and ordinarily the congress would await Hoover’s special message at the opening of the session in order to frame the bill along the lines he desires. The leaders however, generally are informed
concerning Hoover’s views as set forth in his campaign speeches and the agriculture committee o£ the senate will have the co-operation of the agriculture department in framing the bill. They, therefore, could send the farm bill to the house about the time the house sends the tariff bill to the senate. Bp United Press LONDON, March B.—Landslides in the Madeira islands and severe storms in various parts of Europe and the eastern Atlantic continued today. They have taken a known death toll of fifty-three lives. Forty bodies were recovered from the river at Sao Vicente, Madeira islands, where homes of fishermen and farmers were thrown into the swollen stream by a landslide. More than one hundred lives were believed lost. Thirteen travelers were found frozen to death near Evillengrade, Bulgaria, the Morning Post reported today. They had lost their way during a snowstorm. King Boris of Bulgaria was isolated recently for three days because of snowstorms, the Morning Post said. The king was at his shooting box near Chamkorta, in the mountains. The steamship Leviathan was among vessels which suffered from the storm in the Atlantic. A number of passengers were injured when a huge wave struck the Leviathan
