HOOVER FAILS TO OIVE SOUTH CABINET POST Recognition of Region Had Been Expected for Aid in Election. BY THOMAS L. STOKES United Pres* Staff Correspondent. WASHINGTON, March I.—Presi-dent-Elect Hoover has found nc place in the cabinet for the south, it appeared today, despite insistent pleas from close advisers that he include a southerner in his official family. None of the eight cabinet members whose identity has become known is from the south. It was indicated today in well-informed quarters that neither of the “surprises” promised by Hoover’s associates for the commerce and agriculture posts will be a southerner. Recognition of the south generally was expected because of the contribution that once solidly Democratic section made to Hoover’s election Virginia, North Carolina, Florida and Texas were the four states from which he had to pick. Disregards Advice In passing by the south, the President-elect disregarded advice of associates who know the feeling of that section and had first-hand contact with it as campaigners last autumn. Beyond the mere practical political effect such an appointment would have in crystallizing gains Hoover made in the south, these associates advanced other reasons which lie close to party ideals. The Republican party, they argued, always has been a sectional party. It is time, they say, for it to become national party. Hoover, however, has made it plain he did not consider geographical lines In selection of his cabinet, but that this effort was to find ten able men who would co-operate with him in carrying out his policies, wherever they might live. Cabinet picking has been an arduous task. Almost last-minute changes were necessary in some cases, the secretary of labor for one. Not a week ago, Hoover definitely had settled upon William N. Doak, vice-president of the Brotherhood of Railroad Trainmen, for this post. Meets Objections Objections were voiced by the American Federation of Labor with which the brotherhoods are not affiliated, and even by soma from the brotherhood ranks, it is learned, and Hoover decide’ to retain Secretary Davis until li can select a permanent labor department head. Information that William D. Mitchell, solicitor-general, had been offered the attorney-generalship immediately stirred up the memory of some to recall that Mitchell generally is regarded as a Democrat.
