READY TO CLEAR WAY FOR CANAL IN NICARAGUA Resolution for Survey of Proposed Route Is Up in Senate. BY WILLIAM PHILIP SIMMS Scripps-Howard Forelen Editor WASHINGTON, Feb. 22.—The resolution calling for a Nicaraguan canal survey, introduced by Senator Walter Edge, chairman of the committee on interoceanic canals, now is before the senate for action. M ' sis of congress predict the measure will pass by a large majority. once it reaches a vote. Thus, the way shortly may be cleared for the digging of the world’s greatest interoceanic waterway, needed to accommodate the rapidly Increasing international shipping and strengthen the defenses not only of the United States but of the entire western hemisphere. Survey Is Proposed The joint resolution calling for the survey of the Nicaraguan canal also authorizes a similar investigation of the facilities of the Panama canal and the probable cost of increasing them. The basic idea is that in the comparatively near future the Panama canal will not be able to take care of the traffic and, that being the case, the time has come to decide what is to be done about it. Either Panama’s facilities will have to be increased or anew canal will have to be dug across some other part of the Central American isthmus. So the Edge resolution provides for the expenditure of $150,000 to make a complete survey of both projects and report back so that congress may have the necessary data upon which to proceed. Without such a survey and report it can do nothing intelligently. Other Nations Interested Besides Nicaragua, three other Central American republics are interested in the proposed canal, namely Costa Rica, which country with Nicaragua, shares the San Juan river, along which approximately a third of the canal would run, and Honduras and Salvador which have rights in the Gulf of Fonseca, where the United States has an option on a naval base site, obtained from Nicaragua, the third country with a Fonseca frontage. The Edge measure provides that an examination of these claims be made diplomatically with the interested countries so that all the data essential to an intelligent discussion of the project may be available to congress.
