COFFIN FORCES ' SNOB ENEMIES in mum County Clerk Hutsell Is Ignored in Appointments for Assessors. First moves of the rejuvenated George V. Coffin county political machine, to “rub it in" on its op* ponents were seen today when Omer Hawkins, county Republican chairman, began to look for a Fourth Ward precinct committeeman to i recommend ward workers for ap- j pointments as deputy assessors ! March 1 Hawkins ignored County Clerk George O. Hutsell, Fourth ward chairman, who was one of the leaders of the anti-Coffin forces at the city convention Saturday when Coffin was re-elected chairman. Hutsell did not actively support Harry Hendrickson, opponent of Coffin, but entered a protest vote against Coffin. Hawkins called in one Fourth ward precinct committeeman and asked him to recommend several men in the ward for jobs as deputy assessors. The committeeman refused to do so. He was one of the men who voted for Coffin when a poll was taken at the convention after the vote was challenged by Coffin supporters. Several hours later Hawkins talked to another committeeman from this ward, who, it is reported, will take the responsibility of recommending appointees. Frank Brattain, Center township assessor, will appoint 165 deputy assessors for the annual assessment tallying. Hutsell said he realized the Coffin representatives would not seek to obtain recommendations from him because of his action at the city convention. He said he still favored a change in the leadership of the Republican county organization. Last year, about twenty men from the Fourth ward were on the assessors’ pay roll, Hutsell said. TRAFFIC DRIVE NETS 66 Speeding, Failure to. Stop, Bad Lights, Cause Arrests. Sixty-six traffic violators, five of them women, were arrested Monday night in the police drive to enforce the new traffic code to the letter. Failure to stop at preferential streets resulted in the arrest of twenty-five, four of them women; fifteen were slated for driving through safety zones. thirteen whose cars were improperly lighted were slated, and thirteen drivers, one a woman, were charged with speeding.

OPPOSE BANK LAW Financiers Protest Measure V Limiting Withdrawals. President Lew O’Bannon, Corydon, of the Indiana Savings and Loan League and numerous building and loan association officials and representatives appeared before the banking committee of the senate Monday to oppose passage of the Holmes law limiting deposits for immediate withdrawal to regular banlcs. .The bill, introduced by Senator C. Oliver Holmes, Gary, would prohibit taking of such deposits by any person, partnership or corporation, not a bank or trust company. Aviation was the topic discussed Monday night by Paul H. Moore, aeronautics director of the Indianapolis Chamber of Commerce, at a meeting of the Social Workers Club at the Athenaeum.

EXEMPTIONS IN ‘STICKER’ CASES AREJIEPQRTED Police Exercise Discretion Despite Announcement of 'No Exceptions/ Police are exercising discretion in the canceling of traffic stickers despite the anouncement that no exemptions would be made, the monthly report of City Clerk William* A. Boyce Jr. to city council disclosed today. The report to council shows 272 .motorists, including 201 for cities outside Indianapolis, did not pay the traffic fines. Other exemptions as listed in the Boyce report were: “In office, 5; unloading, 1; pushed, 1; sick, 1; state "case, 1; no evidence, 1; no record, 6; no check on statehouse record, 3; officer’s name omitted, 3.” . Boyce’s report showed 1,633 stickers had been issued in January, 421 persons paying fines at the traffic bureau. The prosecutor’s office received 931 stickers with request to file affidavits. Motorists failing to appear at the traffic office within seventy-two hours are ordered rearrested upon affidavits. Nine persons took their case to court voluntarily. Majority of those arrested were dismissed in municipal courts. Boyce’s report failed to show the “responsible official’’ who canceled the stickers as council originally intended. Council has declared the police had the same authority to use discretion under the present ordinance as they took under the former code but police declared they would exempt no one until specially empowered by council. Traffic Captain Lester E. Jones said his office had “taken care of” only two stickers, one for a sick man and another in a case where anew officer placed a tag improperly. “I didn’t know any stickers were being taken care of,” remarked Robert E. sticker system were contemplated today by city councilmen before they act on the proposed amendment. Smiley N. Chambers, assistant city attorney, drafted an amendment which was introduced Monday riight and referred to a committee headed by Meredith Nicholscp. The amendment, providing that the power of decision as to whose stickers should be canceled be given the police department and board of safety, was drawn after several conferences between the council and the safety board. The sticker problem, which has bothered’the council for two months, was revived at a closed-door caucus before the regular counciK session. It was said that councilmen differ widely on the solution. It has been suggested that the council seek a conference with Municipal Judges Paul Wetter and Clifford R. Cameron, who have, held different views on the tfaffle code, in an effort to obtain co-operation. “The courts are not together on this matter. One rules one way and one the other,” John F. White, councilman, said after the secret session. * ,
“Council probably will have to recede from its original stand asking the city clerk to report monthly to the council on the number of sticker cancelations.
