U. S. MEN LEAD PARLEY OF WAR OEBTEXPERTS Young and Morgan Are in Position to Dominate Meeting. BY WEBB MILLER Coiied Press Staff Correspondent PARIS, Feb. 12.—The reparations conference got down to business today under an American chairman and with the experts of the six other nations apparently looking to Owen D. Young and J. P. Morgan for impartial guidance and advice in settling the financial problems left by the World war. TTie position of the United States was made clear as an interesting third party, ready to collaborate when the others reach an agreement. Morgan explained the United States’ position in a few words at Monday’s organization meeting, at which Young unanimously was elected chairman. The chief delegate for each nation outlined his country’s general position briefly, leaving specific demands for later open discussion. Americans are Dominant The fact that no minutes are to I be kept and the proceedings of the conference given out only in communiques when specific points have been tentatively agreed upon, was taken to indicate that the delegates intend to have a more frank discussion of the reparations problem than might be possible if all procecdings were public. * Tt was decided to have no secretariat, Fred Bate, an American, acting as general secretary. The unofficial status of the Americans, who do not represent their government, generally was felt to put them in an advantageous position for offering frank financial counsel, without regard to politics. Comment in the press chiefly was i of the Americans, and the papers agreed that Young and Morgan, internationally know/n financiers, dominated the conference from the start. Tn Queer Setting The n ' l! ngs at which the great problem of fixing definitely the total Germany must pay, and laynig the groundwork for final liquidation of the inter-allied war debts, are being held in an odd setting. The bluerobm of the Hotel George Fifth, where the delegates meet, is partly glass inclosed, so that the delegates can be seen seated around the table, but not heard. Curious crowds gather outside, peering in at the delegates like visitors inspecting fish in an aquarium. PRESENT PUPPET SHOW Burnett to Display Tricks Tomorrow. Harry Burnett, brother of Leo N. Burnett of Indianapolis, whose Yale Puppeteers will give two performances at the Orchard school Thursday, will give a free talk on puppet making and display his puppets in the Cropsey auditorium, public library, at 2:30 p. m. Tuesday. Thursday at 3:30 Burnett will give a puppet revue at the Orchard school and at 8:30 a Chinese play with the puppets. The afternoon performance will be primarily for children and the evening for adults.
