SENATE FAVORS STATE INCOME TAX ELECTION Body Adjourns After 0. K. Is Put on Admittance to Bar. Favorable reports on constitutional amendments giving the general assembly authority to levy an income tax to prescribe regulations for admission to the bar were adopted by the state senate today without a dissenting vote. Aroused by the prediction that the senate’s committee on constitutional revision would return a majority report favoring indefinite postponement for the bar amendment, lawyers of the state raised such a furore of protest that full committee approval was given. Ratified by the 1927 assembly, the two amendments require ratification by the current legislature before being submitted to the voters at a special election. The hand of Lieutenant-Governor Edgar D. Bush was seen In the prompt and favorable report on the farmer-sponsored income tax amendment. He frequently has urged its speedy ratification. Ask Psychopatic Hospital Nine new bills and five committee reports engrossed the senate which adjourned at 11 a. m. to reconvene Monday, 2 p. m. Appropriation of $300,000 for erection of psychopatic hospital in Indianapolis was asked in a measure introduced by Senators C. Oliver Holmes, of Gary, William H. Hill, of Vincennes, and J. Francis Lochard, of Milan. A similar bill was defeated in 1927. Senator John L. Niblack, of Indianapolis, was the only senator to vote “No” to adoption of the morals committee rpeort favoring passage of the Gary bill defining the sale of liquor to a minor as a felony. The house resolution memorialeizing congress to enact the fifteencruiser bill received senate approval by adoption of the federal relations committee report. Names of candidates on voting machines in primary elections would be rotated if three or more sought the same office, by provisions of a bill introduced by Senator Frank S. Southworth (Rep., of Plymouth. It went to the elections committee. Trade Committee Jobs Senator Otto W. Koenig of Ft. Wayne called a page for the first time this session and sent in tw r o bills, one making arbitration clauses valid in business contracts while not affecting employment contracts, and the other amending the depository act to permit banks to use, as security, bonds issued under the farm loan act or the federal intermediary credit act. By agreement of senators, Koenig and James P. Davis of Kokomo traded places on the cities and towns and insurance committees, respectively, while Senator Robert 1,. Moorehead of Indianapolis exchanged his place on the public libraries committee for that of Senator Alonzo H. Lindley on the benevolent institutions committee. BALK AT CONCESSION House Refuses Friendly Proffer of City Lawmaker. Handing a friend the exclusive concession for a refreshment stand outside the door of the Indiana house of representatives is nc small matter, Representative John E. King, of Indianapolis, learned today. King introduced a resolution extending the privilege to James H. Makin, manager of Broad Ripple amusement park. Representative Lloyd D. Claycombe promptly seconded it, but the “railroading" stopped there, for Representative J. Glenn Harris, chairman of judiciary A committee questioned the authority of the house to grant the privilege. When support echoed from all sides for Harris. King withdrew the resolution.
