ROOSEVELT TO I TAKE OATH ON ANCIENT BIBLE Inauguration of Al Smith Successor Will Be Colorful Affair. Bv Times Special ALBANY, Dec. 31.—GovernorElect Franklin D. Roosevelt of New York will take his official oath of office Tuesday, resting his hand on a Bible that has been in the Roosevelt family for about 200 years. Mrs. Roosevelt will bring the old volume to Albany when she comes there today. Inauguration festivities will begin on New Year’s eve, when the customary inaugural 'ball will take place in the state armory. It will be a military affair, with Colonel Charles E. Walsh in charge. Commanding officers of the various National Guard imits, with their staffs, as well as the officers and staffs of the Naval Militia, will be here for the affair. It is expected to be one of the most brilliant of the many social functions of the winter season. On the morning of New Year’s day, with Colonel Walsh as grand marshal, the parade will move at 10 o’clock. It will include the old “Fighting Sixty-ninth” regiment of New York City. A Roosevelt marching club from Hyde Park will also be in line. The parade will be reviewed by Governor-Elect Roosevelt and Governor Smith, together with the military staff, which will be reappointed to serve under Governor Roosevelt. State officials and others high in rank in the military and naval service will also review the parade. While only 1,500 persons will be able to gain admission to the capitol, yet thousands will be able to follow the inaugural ceremony through a radio hook-up arrangement with the National Broadcasting Company over stations WGY, WEAF and WGR. Governor Smith’s final official act will be to introduce Governor-Elect Roosevelt, who will make a brief inaugural address. It will probably take about fifteen minutes. His voice will be carried not only through New York state, but into several near-by states. Loud speaker will be installed about the Capitol park and at various points in the capitol building. Heads of the state departments, who constitute the Governor’s cabinet, will this year occupy platform seats. The platform will have a capacity of 140.

DRY SHIFT OPPOSED Church Board Wants Treasury to Keep Control. Bu Times Special WASHINGTON, Dec. 31.—Suggestions that the prohibition unit be transferred from the treasury department to the department of justice are disapproved by the Methodist Board of Temperance, Prohibition and Public Morals. “Consideration of all factors leads to conclusion that the present organization of prohibition enforcement should be allowed to be completed and develop for a term of years at least,” the board says. “To say the least, no change should be made without careful consideration and the determination of compelling reasons for a change.” The board believes that it is better to continue the present policy of having one government department conduct investigations of violations and another conduct the prosecution than to place both investigation and prosecution under one chief. It recalls that the department of justice prosecutes violations of the pure food and other laws for the department of agriculture and postal frauds for the postoffice department.
