$50,000 SUIT FILED AGAINST f HARRY LESLIE Otto Gresham, Attorney, Asks Vindictive Damages in U. S. Court. Bv Times Soeclal HAMMOND, ind., Dec. 28.—Suit', for vindictive damages totalling $50,000 were filed in federal court here today by Otto Gresham, attor • ney, against Governor-Elect Harry G. Leslie and J. Glenn Harris, Lake county, candidate for speaker of the Indiana house of representatives. The suits are the outgrowth of re • fusal of Leslie as speaker of the 1927 house to permit presentation of a petition to impeach Criminal Judge James A. Collins of Indianapolis. Gresham alleges he is a citizen of Illinois with a farm, a practicing lawyer in Indiana, and is entitled to file the suit under the fourteenth amendment to the federal constitution providing “no state shall make or enforce any law which shail abridge the privileges or immunities of citizens of the United States.” Claims Bights Violated Leslie’s action in refusing to permit the impeachment petition to get before the house, on Harris’ objection, injured Gresham, he complains, in his rights under Section 19 of the federal criminal code reading “If two or more persons conspire to injure, oppress, threaten, or intimidate any citizen in the free enjoyment of any right or privilege secured to him by the constitution or laws of the United States . . . they shall be fined not more than $5,000 and imprisoned not more than ten years . . This allegation is made in a complaint against Leslie and Harris. Another complaint against Leslie alone alleges Leslie damaged Gresham by violating Section 20 of the federal code providing: “Whoever, under color of any law, statute, or ordinance, regulation or custom, wilfully subjects, or causes to be subjected, any inhabitant of any state, territory, or district to the deprivation of any rights, privileges, of immunities secured or protected by the constitution or laws of the States . . . shall be fined not Ignore than SI,OOO or imprisoned not more than one year, or both.” Made Sensational Charges The petition which Gresham sought to file, according to the 1 complaint, asked impeachment of Collins on the ground that Collins was a party to the return and keepalive for some months of indictments against state highway officials, which later were nolled. The petition contained such sensational charges as that D. C. Stephenson drew the indictments, a detouty prosecutor filed them against inFtructions of the prosecutor, and thfeit high officials advised defehdants that the indictments would be dismissed if they would agree to use on state highways of a certain kind of asphalt manufactured by a company in which politicians were interested. -

400,000 TROOPS WILL CLASH ON CITY OUTSKIRTS Indianapolis to Know War Horrors in February—by Imagination. A war, the mere outline of which is enough to make peace-loving folk shudder, will be fought within nine miles of the heart of Indianapolis in February, on paper. Army officers of the regular and reserve troops of the Fifth corps area, from Major General Denis E. Nolan, commanding, down to the youngest lieutenant of the Eightyfourth division will participate, burning up thousands of pounds of —er —cigars and electric current—as they sweat over orders involved in the imaginary clash of 400,000 men, struggling to prevent the hateful hordes of Ohio from blowing Indianapolis plumb to —to Peoria. As wars go, it ought to march down in history as the conflict without an error, because the ruckus at Ft. Benjamin Harrison on Fab. 4, 11, 18, and 25 will be but a repetition of the war game to be played at Fort Haynes, Ohio, Jan. 7, 15, 21, and 28. Announcement of the game, designed to give National Guard, reserve, and regular army officers training in the handling of vast bodies of troops, was made today by Major-General Nolan. Brigadier-
