Morgan, city sanitarian. “Periodic physical examinations to determine the physical reserve of the entire population would be valuable from the standpoint of public health and economics. The day when society will offer some systematic check for every one is not far away,” Dr. Morgan said. “The last ten years has seen sev-r--i to popularize physical examinations for every adult about twice a year. There has been considerable progress with th’s idea of “a stitch in time” as a measure to conserve health.” “Too few persons go to clinics foxexamination before some kind of aggravating symtom occurs. Physical examinations often determine the condition of one’s body in time to take preventive steps, averting permanent injuries. “After a detrimental condition has been discovered, it is often found that treatment should have begun a year before. “It is conceded by all physicians and public health workers that if the so-called group of degenerative ! diseases, namely those which strike the heart, kidneys and internal system, are to be reduced, periodic physical examinations must of necessity be adopted by the majority of the adult population. ♦ “The idea of community clinics is rather new and an innovation in a way. Unquestionably, the establish ment of free community clinics, making available the expert servicce to all classes, would aid very much in getting a higher i>ercentage of the population to subject themselves to regular physical examinations. offering special inducements to bloc members The chief objection of the bloc is that it does not want Coolidge to appoint members of the federal farm board which would be created under any farm relief plan. Its members rather would wait and let President-Elect Hoover do the appointing after his inauguration. Then, too, they believe Hoover would sign a more liberal farm bill than the present chief executive. Against these objections, Coolidge’s friends have given private assurances that he will sign any bill that measures fully up to the farm relief program laid down in the Republican platform adopted at the Kansas City convention. They even suggest he might be persuaded to consult and abide by Hoover’s judgment in his selection of the farm board. Those who are working on this scheme in congress hope by consummation of some such idea to thwart the plan for an extra session of congress. They believe tariff revision can wait until next December or at least until a special session late in the fall.

John Doe needed money iira hurry for an emergency operation on his wife. He was purchasing a small farm on payments and was already in debt. He was working as a railway mail clerk and did not have a chance to look around to see where he could get the money at a reasonable rate.
He went to a loan company and by securing the endorsement of two property owners as co-surety he obtained a loan of S7OO. This loan company charged him 8% interest per year and 10% brokerage fees per year and deducted two years’ interest and brokerage fees in advance—in other words 36% of the S7OO, the face value of the loan. $252 from S7OO left him $448 with which to pay his bills, and in addition he was compelled to repay this money at $29.17 per month, at which rate he would have repaid S7OO in two years.
If we figure interest charged, $252, on the basis of the amount actually received, $448, the rate would be over 56%. If we figured interest on the monthly payments which the company received the actual rate would be far in excess of the 56% for the two years. This contract was usurious and illegal. The Better Business Bureau called this fact to the attention of the company and secured a cancellation of the interest charge of $252 and an agreement that this borrower would need to repay only the amount he actually received, $448, with interest at 8%, which is the maximum allowed by the laws of Indiana for a loan of this size.
