PUBLIC TO GET SURVEY RESULT IN METER OUIZ Ellis Orders Reports From Aids at Open Hearing Wednesday. Commissioner Howell Ellis of the public service commission has ordered heads of the service, engineering and accounting departments to report to him early Wednesday with complete data gathered in the commission investigation of the meterizatiop program of the Indianapolis Water Company. Public hearing on the matter is scheduled before the entire commission in the house of representatives commencing Thursday at 10 a. m. Ellis announced before leaving for Chicago to spend Christmas that as much time as is needed will be consumed. He invited all water consumers who have a grievance to come and air their views. Among the outstanding exhibits prepared by the various commission experts will be a large graphic map designed by William Pierce of the accounting department showing the percentage distribution by parts of the city, of meters already installed. The company contends that 60 per cent of the some 77,000 water consumers already have paid for having meters installed and object to the proposal of Commissioner Calvin Mclntosh that the remainder be installed free by the company. This would mean about 25,000 property holders would receive free meter installation instead of pay-

Data to be reviewed by him Wednesday and made ready to submit at the hearing includes figures on meter installation and accessories sold by the company. These were prepared in a city-wide survey conducted by Harry Wenger chief engineer of the commission Costs of similar installations and how payment is made will be submitted from some fifty towns and cities by William Edwards, chief of the service department. His survey covered every county seat town in the state and all of the larger cities. He returned Christmas eve front the last leg of his survey covering Franklin, Edinburg, Columbus and Seymour. He also gathered data regarding payment made for running service pipes from the mains to the property lines. Here the entire cost of installation and upkeep is paid by the consumer. In many large cities throughout the state the water companies pay this cost, Edwards declared.
