CHARGES STATE PRISON SHIRTS MISBRANDED Senator Hawes Says Apparently No Action Taken to Stop Practice. Bn Times Special WASHINGTON, Dec. 18.—“ Apparently no action” has been taken by Indiana state officials to end misbranding of shirts made in the Indiana state penitentiary, it was charged by Senator Hawes of Missouri, in the senate late Monday. The senate was debating the Hawes bill to deprive prison-made products of their interestate character, which would allow Indiana among other states to limit or forbid the importation or sale of prisonmade goods made in other states. Hawes called the senate’s attention to a federal trade commission report made a year ago, forbidding misbranding by the Commonwealth Shirt Compan yof Chicago of shirts made in the Indiana state prison. Senator Goff of West Virginia who 1 as announced he will argue against the bill, asked Hawes if he had called the situation to the attention of Indiana state officials. Says No Action Taken Hawes replied that he had, and Goff asked what action they had taken. “Apparently no action, because I have a communication sent by some convicts in the (Indiana) penitentiary showing very interesting facts,” Hawes replied. “Shirts are made and branded, for instance, ‘Cownie’s dependable garments, Des Moines, la.,’ made in the Indiana penitentiary. “Here is the ‘American Eagle’ brand, showing men going to war, sewed on shirts sold in *cmy stores, which could not be sold under the law in the state of Indiana. “So it goes. In the report made by the federal trade commission is the statement that a concern in a small room in Chicago, with great advertisements, was proclaiming that its factory was in Indiana, and that factory was the Indiana penitentiary.” Want to Keep Market Senator Fess of Ohio said the Ohio law forbade competition ,by prison made goods, “but we are flooded with goods from other states.” “Exactly.” rejoined Hawes, “and the other side of the picture is that Connecticut, with a very successful shirt factory, is against this bill because it would destroy her market in Ohio, Pennsylvania, New York and other states.” Hawes also pointed out that these states and New Jersey “with more prisoners to handle than twenty-five or thirty other states,” kept their prison populations busy with work for state use. He estimated the amount of prison-made goods going yearly into commerce at $40,000,000 to $50,000,000. Debate was resumed today. SEEK “HAND OF FIRE” Police Probe Flaming Mystery Smacking of “Movie” Thrill. Mrs. Katie Moss, Negro. 433 West Thirteenth street, today asked police to seek “the hand of fire.” While she was seated in the rear room of her home Monday night the hand suddenly appeared, through a window, Mrs. Moss said It held burning papers which it threw over the window sill onto a table. TEACHERS’ TENURE LAW j DECLARED NOT VALID Judge T. W. Hutchinson’s Decision at Brazil Muy Be Appealed. Bn United Press BRAZIL, Ind., Dec. 18.—The teachers’ tenure law as passed by the 1927 Indiana legislature was held unconstittuional by Judge T. W. Hutchinson in Clay circuit court here in a mandamus suit brought by Miss Emma Ratliff against Trustee Lee Ringe of Dick Johnson township. Miss Ratliff pointed out that she had been employed in the township schools fourteen years and when Ringo selected his staff of teachers for the ensuing year he omitted her name. The tenure law insured a teacher a life-time position unless removed for cause. Miss Ratliff alleged that Ringo omitted her because she would have been eligible for a life position. Miss Ratliff in her suit asked the court to order Ringo to assign her to one of the township schools. It is considered likely that the defendant would appeal to the Indiana supreme court.
