LEAGUE STARTS CONFERENCE ON ARMUONTROL Plans Settlement of War Material Production and Publicity. By United Press GENEVA, Dec. 6.—The League of Nations today began a final effort for launching an international convention for the control and publicity of both private and governmental production of war materialShould today’s effort fail it is probable the league will either abandon the effort entirely or at most merely incorporate into its general disarmament convention the few points on which agreement has been reached. Imposed by Covenant The task of bringing the private production of war material under control was imposed on the league by the covenant itself which regarded the unlimited production by such concerns as the Krupp’s and the Schneiders as one of the frequent causes of war. . , Prom the start the United States, which has participated in the league’s commission for the drafting of the convention, has taken the position that governmental as well as private production should also be brought under the control of the fullest publicity. While for a time this attitude of the United States threatened to disrupt he commission, owing to the opposition of various European and Asiatic nations to control of governmental production, virtual agreement was finally won on this point. Since then, however, wider divergencies have developed on other aspects until it is now doubtful whether such a convention can ever be launched. Bemstorff at Head The commission, which met today for a final effort to draft a convention, is under the presidency of Count Bernstorff of Germany, former war-time ambassador to the United States. He and Dr. Guerrero of San Salvador have been the two most ardent champions of the project over years of fruitless efforts to secure an agreement. One of the most outstanding divergencies at the present time is whether this publicity relative to production of war material shall cover merely the value, or also the weight, number of places and other important details.

The fifth annual mid-west conference of the Associated Sign Crafts of North America will be held here Feb. 22 to 24 it was announced today by Jac Leider, president of the Associated Sign Contractors of Indianapolis. About 200 leaders in the sign contracting business from Indiana, Kentucky, West Virginia, Ohio and Michigan are expected to attend. A. J. Carey of Charleston, W. Va., district governor of the conference, will meet the local organization tonight at the Chamber of Commerce to plan the convention.

CUSTOMS CREW RELAXES AFTER YULETIDE RUSH One Federal Department Here Can Sit Back and Watch Others Work. While the postofflce department is massing its forces for the annual Christmas rush, one federal department, the customs office, is relaxing, with the comforting knowledge that its Christmas work is over. Practically all Christmas imports have passed through the customs office, most of them as early as September and October, and some as early as August. * Each year many thousand dollars’ worth of toys, silk goods, leather purses, ash trays, cigar and cigaret boxes, pocket cigar lighters, earthenware, handkerchiefs, ties, handbags, socks, embroidered goods and other articles are checked through. • These goods, ordered by local merchants for Christmas stocks early in the year, usually begin arriving in August. Toy Importation Slumps Importation of toys from Germany has suffered a heavy slump in the last few years, present imports being less than one-fourth of the amount imported a few years ago, according to George M. Hawkins, assistant customs collector, this Is due partly, he said, to the new tariff act, which raised duty on these imports from 35 per cent to 70 per cent. France also ships a large quantity of toys to this country for Christmas, and England and Italy much smaller amounts. Many articles of silk, including ties, socks, gloves, scarfs, as well as

From Italy come earthenware, dolls, embroidered work and other articles, and from Austria, leather novelties. Jobbers Handle Much of It A large percentage of Christmas stocks imported by merchants here does not pass through the local customs office, being ordered by jobbers, passing through the New York customs office, and then being distributed to stores all over the country by the jobbers. The local office also does not handle articles received in this country from foreign lands by parcel post. Most of these are inspected at the Chicago customs office and the duty, if not prepaid, is marked on the package, then being collected by the local post office. AUTOS RUN DOWNDEER Two Large Bucks Are Killed in Highway Collisions. By United Press BARABOO, Wis-, Dec. 6.—Fiction has it that the deer is a speedy animal, but during the last three months motorists have run down and killed two large bucks in this vicinity. In one instance more than SIOO damage was done to the automobile. The animals weighed over 250 pounds and carried seven pronged antlers. Damaged Church Asks $125 By Times Special COLUMBUS, Ind., Dec. 6.—Bartholomew county commissioners have been asked by officials of the Little Hawcreek Baptist church, northeast of Hope, to appropriate $125 for repairs to the building so “vje can hold funerals in it.” The building was damaged three years ago when dynamite was used in clearing the way for a county road.

A Sensible Plan to reduce your --- automobile expense \ and crushed rock roads wear out tires twice as fast as paved roads. If you need proof of that statement, we can furnish it. There are about 5000 miles of roads on the state highway system. More than two-thirds of all the automobile traffic is cohcentrated on less than 4000 miles of this system. Less than half of this is paved. The rest is surfaced with gravel or crushed rock. At the present rate of progress, the whole system will not be paved until 1945; seventeen years from now! Every automobile owner who does any thinking at all wants the entire state highway system paved within the next five years, if at all possible. He wants more roads added to the present system. These accomplishments will not be possible under the present income of the State Highway Department. But this income can be increased if we raise the average vehicle license fee about $5 —less than one-tenth the cost of an average set of tires. Raising the average vehicle license tax from the present figure of $6.59 to about $11.59 will provide enough money to finish paving the state highway system within the next five years, and will permit necessary widening of highways now paved but overcrowded with traffic. We think this would be a sensible investment. The paved roads will decrease our tire costs by an amount far more than the amount of the whole fee—after it is increased! Think that over!
