WIDEN SEARCH FOR TWO MEN IN ROTHSTEIN CASE New York Officials Busy Passing Buck Back and Forth Over Killing. BY MAX BUCKINGHAM United Press Staff Correspondent NEW YORK, Nov. 23.-While Joseph Warren, police commissioner, and Joab Banton, district attorney, were busy laying the Arnold , Rothstein murder case on each other’s doorsteps today, the search widened for two men believed to be connected with the affair. “The case is in the hands of the police,” Banton said. “The case is in the hands of the district attorney,” Warren said. Certain cynics along Broadway ►were beginning to intimate the case was out of hand, for nineteen days after Rothstein fatally was wounded in Room 349 of the Park Central hotel there was only one thin clew to the identity of the murderer. This was furnished by Mrs. Ruth Keyes, who came all the way to tell Ne r York authorities about the th. .0 men with whom she tipped a drink or two in Room 349 on the day Rothstein was shot. Mrs. Keyes, who is as beautiful as “mystery women” in all detective stones are supposed to be, started the police of six cities off on a search for two men. One of them is Jack Diamond, professional bodyguard to Rothstein ana ’’Little Augie” Orgen. Both Rothstein and Orgen are dead. The other man for whom police are looking is known to them only as “Chick.” Police are emphatic in saying they do not believe Diamond fired the shot that killed Rothstein. They want to talk to him, just as they want to talk to George McManus, whose overcoat found in the room where Roth- 1 was killed. Police cling to ' theory that Rothstein was shot, cecause he refused tp pay a debt, perhaps the one of more than $300,000 which he incurred in a poker game at Jimmy Meehan’s apartment on the night of Sept. 29, WINDSLED ‘TOTES’ MAIL Troublesome Route to Be Overcome by Invention. Bn United, Press BEAUDETTE, Minn., Nov. 23. A hugh windsled with a 110 horsepower airplane motor is under construction here for use this winter in carrying mail, freight and passengers between Beaudette and Northwest Angle. The route has proven troublesome during past winters since there is no beaten road to follow, and Harry Mitchell has conceived the idea of the surface windsled to overcome the difficulties.

EAST AND WEST CLASH IMPENDS OVERFADM AID Western Leaders See New Move to Shelve Relief in Favor of Tariff. BY RAY TUCKER Times Staff Correspondent WASHINGTON, Nov. 23.—The prospect of a clash between eastern interest seeking an increased tariff and western groups demanding immediate farm relief action by congress loomed today, as returning members volunteered conflicting legislative proposals. Though sentiment for a special session grows daily, there is a sharp difference as to whether farm bills should be taken up then or at the regular session. Majority Leader Tilson of Connecticut further has complicated the situation by suggesting that tariff be

made the subject of the extra session, and that agricultural legislation be enacted before the present congress adjourns next March. Senator Hale of Maine also insisted that New England would want tariff changes, particularly higher duties on textile materials. Senator Reed of Pennsylvania, who sees no necessity for any special session, nevertheless is eager for raising the tariff on schedules of concern to Pennsylvania. Others besides Tilson advocate consideration of the tariff at the extra session. But it is pointed out that action on the routine appropriation bills will engage the house until the middle of February, leaving only three weeks for such an important question as changing schedules. The same would apply if farm relief were taken up at the regular session, as suggested by Tilson. Tilson’s farm plan would not require much time, in his opinion. He advocates passage of various separate bills providing such assistance as federal farm boards, more power to co-operatives, and stabilization corporations. He disapproves the idea of a blanket farm measure, contending it will be impossible to obtain sufficient support for a general bill. The great fear among the farm
spokesmen is that if a general tariff bill is brought up at the special session, congress will skimp on farm legislaiton. So there is a growing feeling among the westerners that tariff legislation at either the regular or extra session should be confined to schedules benefiting the farmer, and action on a general bill deferred until the Hoover administration. Tilson and Speaker Longworth expeect to confer about the house program today.
