BRITISH PRESS DEPLORES NAVY PACTSECRECY Criticise Working of French, English Diplomacy After ‘Paper’ Is Published. By United Press LONDON, Oct, 23. Morning newspapers almost were unanimous today in deploring the working of British diplomacy as revealed by the official white paper, published Monday and explaining the attitude of the French and British governments on the Anglo-French naval accord. The accord was rejected by the United States. A majority of the newspapers agreed disarmament had been retarded by the incident. Blow at Secret Diplomacy “This is the legacy that the secret compromise left behind it,” said the Daily Express (lindependent): “First, Locarno lost some of its feathers. “Second, Germany no longer believes Great Britain is impartial. “Third, secret diplomacy received a decisive blow.” The Daily Mail (Conservative) said: “The white paper reveals the correctness of the public impression in the United States weeks ago that the agreement was directed especially against the United States. It is certain that disarmament has been retarded and it is hoped that British diplomacy will amend its way.” The Times (Conservative) said: •‘The white paper should dispose of sensational rumors. It reveals no secrets.” The Daily Telegraph (conservative) said: “The white paper established the sincerity of the British government, although the delay in the publication of the compromise was a mistaken method.” Called “Increditable Folly” The Daily News (Liberal) said: “Britain’s bargain with France is still unintelligible. It is incredible that the two conspiring nations supposed the United States would indorse the pact.” The Daily Chronicle (Liberal) said: “It is understandable that France and Great Britain should negotiate, but why select terms that were known beforehand to be repugnant to the United States? The pact is an increditable folly and the secrecy thereof is even more so.”
Vindicated, Says France Bn United Press PARIS, Oct. 23.—The French press today generally adopted the attitude that publication of the white paper yesterday vindicated France and England in the face of American criticism of the AngloFrench naval compromise. The white paper, published by government after ths rejection of the accord by the United States, revealed that London and Paris agreed to favor limitation of firstline battleships, larger cruisers, aircraft carriers and submarines. An editorial in the Petit Parisian sounded a particularly triumphant note, asserting that the white paper showed that France and Great Britain had only one thought in making the agreement—to take the first step toward a general agreement.
