38 MILES OF NEW PAVING IN STATEOPENED Fifteen Miles Resurfacing on Rd. 27 During Hz Last Week. Opening of approximately thirtyeight miles of new pavement, twen-ty-two miles of which are concrete nd the remainder the bituminous type, is announced in the \veekly bulletin of the State highway department issued today. The new pavement consists of seventeen miles on Road 25, open from Logansport to the county line and from Rochester south for five miles; nine miles on Road 3, between Petroleum and Bluff ton; seven miles on Road 27, south of Lynn, and five miles on Road 41, south of Carbondale. < In addition, approximately fifteen miles of resurfacing was completed on Road 27, between College Comer and Liberty and north, eliminating nineteen miles of detour. General road conditions were listed as follows; Road 2—Detour from niinois line to Road 41. Road 3—Detour two miles north of Muncie to Hartford City. Road 15—Bridge run-around two and one-half miles south of La Fountaine. Detour at La Fountaine. Detour from New Paris to Waterford. U. S. Road 24—Bricrge run-around two miles west of Goodland. The U. S. Constitution
This Is Constitution Week, commemorating the adoption of our supreme law of the land. The accompanying article Is the fifth and last of a series explaining some of our guarantees under the Constitution and some Interesting facts about it. BY W. A. McKEARNEY Prepared for the Cleveland Bar Association The Constitution provides that private property shall not be taken without due process of law and first making compensation therefor. Peaceful public assembly and liberty of speech and press are guaranteed, but each person is responsible for the abuse of that right. Equality under the law is guaranteed everyone by the Constitution, which provides that no State shall deny to any person v ithin its jurisdiction the equal protection of the laws. Personal liberty and the pursuit of happiness are guaranteed, subject only to regulation by law for the common good. This consists in a person’s legal and uninterrupted enjoyment of life, body, health and reputation.

ENGLISH LABOR TROUBLES WANE Survey Shows Only Million Days Lost* in 1927. B;/ United Press LONDON, Sept. 21.—More than a million working days were lost in England last year through industrial disputes. Yet this number 000—was smaller by half than any previous year for which figures were collected. Against this, however, must be put the tremendous figure for 1926 —162,233,000 —which was brought about by the general strike. Since 1911, the years nearest to 1927 in their comparative freedom from industrial disputes were the two war years, 1915 and 1916. In those years the total number of

The other years when the numbers of working days lost through industrial disputes were very high were 1921, when it reached 8’,872,000; 1912, when the number was 40,890,000; 1919, when it was 34,969,000; and 1920, when it was 26,668,000.
