This Is the fourth of a series of articles on racketeering, the new "big business,” by James P. Kirby, authority on criminology and special writer for The Times and NEA Service. BY JAMES P. KIRBY .VEA Service Writer CHICAGO, Sept. 14. What is Chicago doing to end the racketeers’ reign of terror and their domination of legitimate business? Primary day, April 10, which marked the downfall of the CroweThompson political machine, also seems to mark the limit of endurance of the exasperated citizenry of Chicago at these conditions This election demonstrated conclusively what had been generally accepted as fact, but which had heretofore lacked specific illustration, namely: the alliance between politics and crime with the resultant immunity from apprehension and prosecution of notorious gangsters. Just before the election, the homes of United States Senator Charles Deneen, leading the fight against the Crowe-Thompson machine, and of Judge John A. Swanson, Democratic candidate for State’s attorney, were bombed. Then followed the killing of Joe Esposito and a Denen follower. On election day there were kidnapings, ballot box stealings and numerous other vote frauds. Suddenly public opinion was elec-

Brothers of the Criminal Court for the appointment of a special grand jury to investigate the primary day occurrences and racketeering in general. t The petition was granted. Attorney General Oscar Carlstrom at

Springfield appointed special assistant attorneys general—all men of known integrity—to handle the investigation. Public Opinion Aroused Prank J. Loesch, corporation lawyer, counsel for the Pennsylvania Railroad and numerous other corporations, and more important, president of the Chicago crime commission, was named to head the investigation. As his first assistant is David D. Stansbury, former U. S. district attorney at Chicago. But with the appointment of the special grand jury and a staff of special prosecutors, the investigation was checkmated by the activities of the still powerful CroweThompson machine. The appeal to the Crowe-Thomp-son controlled county commissioners for an appropriaton of $150,000 to carry on the investigaation was flatly denied. Public opinion, however, was aroused, and an appeal to the general public by the crime commission and other civic organizations to provide funds through popular subscription resulted in the subscription of $154,000 in twenty-four hours. his son, Judge Emmanuel Eller of the Criminal Court. The police department, under Michael Hughes, refused to make arrests, claiming that to be a duty of the sheriff. Loesch and Stansbury then appealed to Chief Justice Harry Olson of the municipal court, who discovered authority buried in ancient statutes to appoint special court constables. John Stege, a former police captain, whom the Thompson administration had dismissed from the force after twenty-six years, on a technicality, was brought back from Cedar Rapids, lowa, to serve the indictments. Then things began to happen. The Chicago Tribune secured a judgment against Mayor Thompson and several of his political allies, for the repayment of $2,000,000 in city funds the Thompson regime had spent in spoils.
