Now a rigid system of State control Is being tried, successfully. T.’s than it is here in Sweden, where liquor is under control. In America your bootlegger will sell you all you want. He doesn’t give a rap how drunk you get or how long you stay drunk. All he want* is your money. In Sweden as long as you live the life of a decent, sober, father of a family, pay your bills, take care of your dependents, and don’t get drunk, you may have a strictly limited quantity of excellent wine or liquor. Misbehave and your supply will be reduced or cut off pronto. It’s the Bratt system that does it and it is making the former harddrinking Sweden a far more temperate nation than the United States. —NEA Washington Bureau. This beautiful home on Massachusetts Ave., Washington, is the new Hoover headquarters in the Capitol. It was rented when the home of the late Congressman Frothingham, previously selected, was found unavailable. Control, controlling every ounce of intoxicating beverages sold in Sweden, the distilleries, all imports and distribution. The capital required was raised by the sale of bonds, the holders receiving 7 per cent regardless of how much liquor is sold. Thus nobody can make a profit by pushing sales. Second, to facilitate distribution, there are 120 local “systems” or companies, financed in the same way as the central. These bonds carry only 5 per cent interest. All profits, if any, go to the state, earmarked for special funds, thus pre-

venting even the government being financially interested in sales. To buy a bottle of wine or liquor at one of the system stores, you must have a passbook. You must specify exactly what you want and sign your name, a copy of your signature being on file at the particular store. To obtain such passbook, you must file formal application several pages long. You must state age, whether married or single, how many children, correct home address, the kind of job you have and a whole lot more. All this is verified by the system. And inasmuch as nobody is going to make money out of selling liquor, the verification will be real. If you’ve lied, you get no passbook.

Nor do you get one if the police have you on their books. Nor if you are keeping your children out of school, or are receiving charitable aid, or are known to be intemperate. And so forth and so on. After you have receiv'd your passbook, it may be taken away from you for cause—drunkenness, driving an auto while intoxicated, or in general for any of the things which would have prevented your obtaining a book in the first place. Every purchase is checked and counterchecked. Records are kept up to the minute by a card index system. Fundamentally, the Swedish system is based upon the idea that a citizen may have the right to use, but not to abuse. The rule is, behave yourself right
and then if it hurts no one. including yourself, you will be allowed a limited ration of alcohol, you may legally claim it. Otherwise not. And that—in Sweden—is that, very decidedly. Nf xt: Drinking in Public.
