SOUTH TO RULE IN CONCRESS IF DEMOCRATS WIN Control of Most Important Committees in House and Senate Involved. B)) Times Special WASHINGTON. Aug. 31.—Southern Senators and Congressmen would head most of the important committees of the seventy-first Congress should Democrats capture complete control in the fall elections. Should the Republicans win, control would ste„ much as it is except for replacement of committee chairmen who might be beaten. Both House campaign chairmen—Representative Oldfield of Arkansas (Dem.) and Representative Wood of Indiana (Rep.)—are out with predictions of victory. Both Senate leaders Tydings of Maryland (Dem.) and Metcalf of Rhode Island (Rep.)—are saying little and sawing wood. Southern control would come from the fact that chairmanships are usually awarded through seniority, and Southern Deiqpcrata in House and Senate stay longer, generally speaking, than those from other sections. In the Senate the situation would be complicated by the fact that southerners are veterans of so many important committees they would have their choice of several chairmanships. The very number of southern Senators probably would insure that the northern and western Democrats would receive some chairmanships, however, as the southerners would have to take their choice and leave important committees open. In some of these cases southern Senators are faond in rank, however. In the House the South would supplant Pennsylvania as the committee power, since the latter State has six members heading important House committees. DRY PLEA TO QUAKERS Temperance Board Chairman Appeals to Indiana Friends. Edgar Nicholson, temperance board chairman of the Indiana Yearly Meeting of Friends in one hundred eighth annual session here. In a peace contest, first place was won by Olive Smith, Spiceland; second, Pauline Jones, Fairmount, and third, Altha Wright. Winchester.
