SLATE GARNER AS DEMOCRATS’ , HOUSEJ.EADER Right to Place Undisputed Among Members of Congress. BY C. J. LILLEY Times Special Correspondent WASHINGTON, Aug. 17.—The next minority leader of the House and the next speaker, if the Democrat can get enough seats in the November election, will be Representative John Garner, Texas, if he will accept the position. Garner’s right to the place is undisputed among Democratic members. He has been the right-hand man of Representative Finis Garrett, the present minority leader, and one of the leading policy formulators of the Democrats. Whether Garner will accept, or be content to name the man for the place while he remains on the House Ways and Means Committee, Is undetermined. Garner has evaded the question. “I might take it, and then 'again I might not,” he has said. Gamer has said that he prefers being on the ways and means committee to any other. “If I can remain on there and serve as party leader, I may do it,” Garner declared on one occasion. Usually the Democratic leader serves on the rules committee, if he is not fortunate enough to be Speaker. The party with the most members of the House controls its organization. For years a Republican has been the Speaker. Garner is 60, and while he looks much younger, he doesn’t hesitate

to admit his age. He also realizes that his temperament is such that he becomes rather fiery at times and controls his temper with difficulty. Whether his nature will fit into the type of man needed as minority leader of a great political party is one of the things that Garner himself is trying to determine before arriving at a decision. Garner is a native Texan, who turned to law and politics at an early age. He first served as a judge of Uvalde County and then went tc the Legislature for four years. It was but a step from there to Congress, where he has served for twenty-four years and has just been re-elected for two more. The Democrats in Congress have not caucused for years, being content to let Garrett and a few other leaders work out their policies for them. The opinions of Garner

have carried more weight than those of the others in these private conferences, which have been held in Garrett’s office and other places where interruption could be prevented. Garner tried to dissuade Representative Tom Connolly from running for Senator against Earle Mayfield, even offering to step aside as Democratic leader for Connally. Connally, after several months’ deliberation, finally decided to risk his congressional future on the longer-term office. A victory was won for Garner when Representative Blanton was removed from Congress by the Texas voters. Garner never has hesitated to show his dislike for Blanton. The next Democratic leader will be selected at a party conference shortly before adjournmnt of the next session of Congress, March 4.
