RUM CHASERS’ WILD BULLETS PERILYACHTS Congress May Take Up Probe of Coast Guard Firing on Pleasure Crafts. BY KENNETH WATSON Times Staff Correspondent WASHINGTON, Aug. 16.—A congressional investigation of firing at pleasure craft by coast guardsmen seems likely. Ever since spring when the Great Lakes coast guard force was augmented by a dozen new cutters, complaints have been filtering in to Washington that the crews in their zeal to stop smuggling have been firing on innocent pleasure boats, many containing women and children. Now Representative W. W. Chalmers, Toledo, formally has requested treasurer officials to investigate the firing on two boats owned by Carlton Baumgartner and Lloyd Hixon, Toledo, near that city last Monday. Although coast guard headquarters has promised to make a thorough investigation of the two complaints, it is thought probable that Chalmers will also insist on a congressional inquiry. Fail to Heed Signals Because Commander M. W. Rasmussen, Buffalo, in charge of the Great Lakes forces, is now here as a member of a special board studying life boats, the investigation of the Toledo complaints will not be commenced until his return the last of this week. The action of the coast guard cutters in firing at boats which fail to heed signals has the approval of Seymour Lowman, assistant secretary of treasury, in charge of Government prohibition enforcement. Lowman today said that in all bases no shots are fired until after both flag or whistle signals have been ignored. “I never have found that any firing has been unwarranted. In all cases the shots have been fired only after the boats have failed to heed stop signals,” Lowman said. In addition to Chalmers’ action in requesting a thorough investigation another demand for an investigation has been filed with the Treasury Department by Walter S. Hayes, also of Toledo. Hayes claims that last week, for the second time this year, his launch was fired on without provocation by Coast Guardsmen. Secretary Lowman said that an investigation of both incidents revealed that Hayes had failed to heed whistle warnings. The new complaint, however, will be referred to Commander Rasmussen, along with those by Baumgartner and Hixon. WOMEN HEAD BOTH PARTIES IN NEW YORK Held Positions as Chairmen of State Committees. Bu United Press NEW YORK, Aug. 16.—Women today headed both major political parties in New York State as the presidential campaign gained momentum. The death of George K. Morris, chairman of the State Republican committee Wednesday, left Miss Sarah Cuyler Butler, daughter of Dr. Nicholas Murray Butler, in charge of the State Republican organization. She is vice-chairman of the Republican committee and succeeds to the chairmanship. The Democratic State organization already had a woman as its nominal head, Mrs. Caroline O’Day of Rye, vice-chairman of the State party. Mrs. O’Day, widow of a former Standard Oil executive, assumed leadership of the State committee when Llieutenant Governor Edwin Corning resigned as chairman. SELL COTTON FOR AL Jimmy Walker Auctions First Bale at Theater. Si/ United Press NEW YORK, Aug. 6.—Between acts of one of the popular Broadway musical comedies the first bale of the southern cotton crop was auctioned Wednesday night, with Mayor James J. Walker serving as auctioneer. Proceeds from the bale are to be turned over to the Democratic national committee to aid Governor Smith’s campaign. Mayor Walker and Senator Pat Harrison of Mississippi both cited the cotton as "the tribute of the loypl and undivided South ot Governor Smith.” INSPECT RUINED CITY Ambassador Morrow Leaves to Visit Remains of Mexican Town. Bu United Press MEXICO CITY, Aug. 16.—American Ambassador Dwight W. Morrow is on his way to Puebla by motor car today. From there he will go by rail to visit the ruins of Mitla, near the city of Oaxaca. His party includes Judge Learned Hands of New York; George Rublee, former Federal trade commissioner Col. Alexander McNab, military attache, and Naval Captain Lewis B. Mcßride. NO WAVE Reports of Epidemic in Alaska Scouted by Physicians. Bn United Press NOME, Alaska, Aug. 16.—Reports of a smallpox epidemic here have been erroneous, coast guard physicians and territorial doctors said today. The physicians said about twenty eskimos had been stricken with chickenpox, but the cases were not serious. Reports of an epidemic caused Admiral Billard in Washington, D. 0., to order the commander of the coast guard cutter Northland to give all aid possible.
