CONSIDER RULES FOR PROTECTION OF INVESTORS Call Parley to Determine Safeguards on Trust Securities. Indiana investors’ dollars will be guarded from unscrupulous exploitation of a new'investment planinvestment trust securities—by rules to be drawn up by the State securities commission after a conference with security dealers, bankers and economists here next Wednesday. Dr. Leland Rex Robinson, professor of economics at Columbia University, New York, economist of international repute, is to explain the investment plan now sweeping the country, in an address on “Investment Trusts: Retrospect and Prospect,” The meeting will be held in the Senate chamber in the Statehouse, 10 a. m. Aug. 8. Dealers Will Attend More than 300 registered security dealers in the State and members of the Indiana State Bankers’ Association have been asked by Securities Commissioner Wallace Weatherholt to attend the session. “The investment trust security plan will be ‘taken apart to see what makes it tick.’ " said Earl Coble. chief examiner of the securities commission. “This form of security is old to England. Scotland and other European countries but comparatively new in the United States. “That is the reason why we must formulate rules governing registration of these companies before they operate in Indiana. In the last year probably 150 investment trust organizations have been formed in the United States. Only six of the fifteen which have applied for registration in Indiana have been approved." In general, the new invesment plan provides for purchase, on a rather large scale, of blocks of stocks of reputable, long-established corporations. These then are pooled under a trust agreement, and "units” of interest sold small investors who receive their dividends quarterly from the trustee bank. Rules Are Necessary Investment rather than speculative stocks are bought and the plan has proven sound where properly safeguarded, it is said. Rules are necessary in granting registration, it is pointed out, to insure that “units” are sold at a price justified by actual market value of the securities behind them, and that trust and dividend-paying arrangements are satisfactory. Cedric H. Smith of Smith, Burris & Cos., Chicago bond house, will further explain the new form of investment. C. Oliver Holmes, president of the State Bankers’ Association, will speak on “Investment Trusts From a Bankers’ standpoint,” and other bankers will be heard. By virtue of his office, Secretary
