FLOOD CONTROL PROGRAM WILL REQUIREYEARS Valley Still Faces Danger Despite Fact That Work Is Under Way. BY C. J. LILLEY WASHINGTON. July 27.—Mississippi River flood control work is underway, but it will be several years before the valley country will be safe from floods, it was learned at the War Department today. This year’s work will complete existing levees to the 1914 grade and thus pave the way for construction of new levees; will carry out some revetment work, and see the beginning of the Bonnet Carre spillway. Whether a final, official plan for flood control will be agreed upon and approved by the President, will depend on the special advisory board directed by Congress to make a report. Consider Two Plans This advisory board consists of Major General Jadwin, chief of Army engineers; Grig. Gen. Thomas H. Jackson, newly appointed president of Mississippi River Commission, and Clarence Sturdevant, civilian engineer of New York, appointed by President Coolidge and confirmed by the Senate. The board is considering two plans, one by Jadwin and the other by the Mississippi River commission. Its duty is to adopt the best features of each and work out a combination plan for submission to President Coolidge. The board has held hearings at communities along the river and received first-hand information regarding ohe problems at each danger point. First Hand Study Made Through this information and through engineering datea which has been obtained, as well as firsthand study of the river itself, the board is expected to work out its plan and submit a report by the time Congress convenes in December. War Department officials believe that the original Jadwin plan will be adopted with only slight changes. They say there was little difference between his plan and that of the Mississipi River commission, except in cost and materials to be used in construction of certain works.

X-RAY m_ BRAIN New Plan Enables Tumor Diagnoses. Bii Science Serricu BASEL, Switzerland, July 27.—A method of investigating the brain by means of X-ray photographs has been perfected by Dr. Max Ludin, director of the Roentgen Institute of the Citizens’ Hospital here. Making use of the contrast method generally used in X-ray diagnoses of other conditions. Dr. Ludlin has been able to locate exactly tumors in the brain, thus making removal of the tumor by operation much easier. Air is pumped into the cavities of the brain where it shows as white patches in the X-ray pictures. If one of the cavities contains a tumor, the air cannot penetrate into the cavity and so the white patch does not show. In making X-ray pictures of the

medulla, which is the part between the spinal cord and the brain, a specially prepared oil is used instead of air. This oil is heavier than the spinal fluid which fills the medullary canal, so it flows down, appearing in the picture as a black strip. If there is a tumor in the canal, the strip stops at the upper edge of the tumor.

Two bridges which have been paved with rubber recently, one in Chicago and one near Boston, are reported to be proving highly satisfactory. The experiments to find new uses for rubber began in earnest in England several months ago when the bottom dropped out of the British rubber market coincident with the announcement that the Stevenson law restrictions would be dropped entirely on Uov. 1, 1928.
