—Aviation — GOVERNMENT HANDBOOK FOR FLIERSISSUED Catechism Has Questions and Answers Interesti ing to Airmen. By Times Special WASHINGTON, July 18. A short catechism for student and other fliers has been issued by the Department of Commerce, in which a number of questions of interest to airmen has been answered. A partial list of the questions and answers, made public today, follows: Does a mechanic have to be a citizen of the United States? No. Does a private pilot have to be a Citizen of the United States? No. Can a Japanese, not an American citizen, have a private license, if qualified? Yes. Japanese Is Eligible Can a Japanese be a transport pilot if qualified? No. Can a transport pilot hold his license while flying in Mexico exclusively? Yes, if he passes physical examination from Department of Commerce designated physician and has required flying time.. Is a first-aid kit required on licensed aircraft? Yes, if pay passengers are carried. Must all crashes to licensed aircraft be reported? Yes. Must a licensed craft be inspected following a crash before being flown with pay passengers? Yes. Must Be U. S. Corporation Must a corporation owning an aircraft (licensed) be an American corporation? Yes. Must a licensed aircraft be flown by licensed pilots exclusively? Yes. Is a carburetor drain required on licensed shins? ..Yes. Is an airplane with a temporary number considered licensed? Yes. Can passengers or cargo be carried for pay in experimentally licensed ships? No. What is the size of numbers required on the wings of licensed ships? 30 inches by 20 inches by 5 inches with 10 inches between letters. What is the duration of an airplane license? One year. How often must a transport pilot take a physical examination? Every six months. How old must a student pilot be to get a student’s permit? Sixteen. ‘Airman’ Is Defined What is an “airman” as regards Air Commerce Regulations? The term “airman” means any individual (including the person in command and any pilot, mechanic or member of the crew) who engages in the navigation of aircraft whiie under way, and any individual who is in charge of the inspection, overhauling or repairing of aircraft. Can a student pilot fly licensad aircraft across country while takin| instructions? Yes, if instructor is in the craft. How old must a limited commercial pilot be to get a license? Eighteen. How long must disapproved applicants wait before being re-ex-amined? Ninety days. Muncie Outlook Bright By Times Special . MUNCIE, . Ind., July 18.—This city’s aviation future is believed assured through purchase at a receiver’s sale of the Muncie Aerial Company by the Muncie Aii/Servicf. Company, anew concern capitalized at $20,000. The aerial company owned a landing field, hangar and two places. It is the intention of the purchaser to conduct the airport, a plane passenger service and aviation school. Airport Plans Ready By Times Special EVANSVILLE, Ind., July 18.— Detailed plans for this city’s airport, which woul cost $175,000, have been submitted to city officials by the B. Russell Shaw Company, St. Louis, Mo. A hearing for remonstrances has been set for Aug. 20. In case no objectors appear; the works board will proceed to issuance of bonds to provide funds for building the airport. Landings at Kokomo By Times Special KOKOMO, Ind., July 18.—Among fliers landing recently at Shockley field here are Karl G. Biedenmeister, Indianapolis: Orin Welch, Anderson, and a Prairie Parmer plane from Champaign, 111. Clyde Shockley has brought two new planes to the field, a Waco and Fairchild cabin. Wait for Sea Hops Bu United Press PARIS, July 18.—Aviators of two nations today awaited favorable weather for trans-Atlantic flights to New York. Short-wave radio apparatus has been installed aboard the hydroplane which Lieut. Paulin Louis Jerome Paris, French naval aviator, hopes to fly to New York. Lieutenant Paris announced that he expected to start the attempt Friday or Saturday. Meanwhile, Maj. Louis Idzikowsky and Maj. Casimir Kubala of Poland were forced by unfavorable weather to postpone their contemplated take-off at dawn today. The plane, which the Poles hope will carry them to New York, via the Azores Islands, was fueled Tuesday. I Go After Three ?lanes Harold C. Brooks, Hoosier airport secretary-treasurer, and Pilot Orville Grimes, left at noon today for Moline, 111., to return three Velie tnonocoupes from the factory for Murphy Motors,-Inc., new local agents for the plane. By United Press CURTISS FIELD, L. I„ July 18.— The trans-Atlantic monoplane Columbia is a wreck—testifying to the daring of Charles A. Levine, first trans-oceanic air passenger. Levine came to Curtiss field last night accompanied by a Major Fleming and boarded the Columbia. Major Fleming, a brave man according to his own confession,, climbed in beside him. Three minutes later, the monoplane had torn down a fence, caused a near panic among airfield attaches and after a series of wild gyrations, crashed to earth. Levine pushed his way out of the wreckage just as spectators arrived. He looked at what was once the Columbia and then at the gathering crowd. "Well, well—ha! ha!” he laughed nervously. “May takeoff was rotten —wasn’t it? Ha! ha! but my landing was worse!” Levine gave London a combination of thrills and chills last year when he circled Croydon airdome and wobbled to a landing there after flying the Columbia across the English channel on one of his first piloting attempts.

—Aviation — DISASTER CODE FOR AIRPLANES IS COPYRIGHTED Blasts by Engine in Morse Used to Ask Needs of Stricken Areas. By Times Special WASHINGTON, July 18.—A message code for signaling airplanes from the ground and to provide communication between relief airplanes and isolated communities in case of disaster has been sent by th*. American Red Cross to its various chapters. It is based upon one worked out in the New England flood of last November by the Air Corps of the United States Army. It is copyrighted to protect its use for the specific purpose of disaster relief. In disaster relief work airplanes were first utilized by the Red Cross in the Mississippi Valley flood. This method of communicating with areas cut off Dy the rising waters and of locating marooned persons proved the airplane to be invaluable in such emergencies. A type of Morse telegraph code is used in communicating with the ground. Blasts from the engine serve in place of the click of the telegraph key. Persons on the ground will communicate to the airplane through letters to be made of cloth strips, twelve feet long and two feet wide, spread upon the earth. Only four messages are provided for in the code for the airplane: these have to do with the require-' ments of the stricken community. The code for the ground signaling, however, contains instructions for fifteen items of food, four Items of clothing, three items of shelter, and fiffifty items of drugs, medical and surgical supplies. Airport Produces Hay That an airport can be used for more than landing and taking off planes was demonstrated this week by Harold C. Brooks, Hoosier airport secretary-treasurer. Hopping into his tractor, Brooks hooked onto a mower and cut about thirty tons of alfalfa hay around the edges and at the back of the field. The hay, Brooks has told inquirers, is to be used to bed down the airplanes in their hangars next winter. Less imaginative fliers at the field said the hay was to be taken to Brooks’ farm to feed his cattle. Discuss Air Mail Floyd Prothero, Embry-Riddle Aviation Company traffic manager, returned to Cincinnati and J. Patterson, Boeing Air Transportation Company representative, returned to Chicago by air mail plate Tuesday afternoon following a conference at Indianapolis airport. The two representatives discussed closer cooperation between the two air mail contracting firms, in preparation for expected increase in air mail volume after Aug. 1, when the air mail postage rate will be reduced. • Lady Lindy on Tour By United Press NEW YORK, July 18.—Miss Amelia Earhart, Wilmer Stultz and Lou Gordon are en route today to celebrations in their honor at Williamsport and Altoona. Pa.; Toledo and Chicago. The party will be feted four days in Chicago, where they expect to arrive Thursday. Miss Earhart will return to New York on Tuesday to complete work on a book she Is writing. Flies Eaglerock O. L. Grabill, Huntington, Ind., airport manager landed at Hoosier airport Tuesday in an Eaglerock biplane with a passenger who remained here. Ted Kincannon, manager of the Cardinal aviation company, Louisville, landed at the Hoosier airport Tuesday on his return to Louisville from Chicago in a standard biplane. Bookkeeper Quits Post Charles Thompson, bookkeeper at the Hoosier airport for several months, has returned to his home at Huntington, W. Va., preparatory to entering college this fall. Thompson was a student at the instruction school operated at Huntington, W. Va., by Bob Shank, Hoosier airport president, before Shank moved to Indianapolis. During his stay here Thompson obtained a number of hours solo flight and before his return purchased anew Travel Air biplane for his own use. Fly toFt. Knox Maj. Richard F. Taylor, 113th Observation Squadron commander, and Lieut. Matt G. Carpenter, Indianapolis airport manager, flew to Camp Knox, Ky„ today in a Curtiss 0-17 biplane to inspect Godman airport preparatory to encampment of the 38th Division at Camp Knox, Aug. 5. They were expected to return late this afternoon. Pilots Monocoupe Barton Stevenson, with one passenger, landed at the Indianapolis airport Tuesday from Kansas City in a Velie monocoupe. He returned to Kansas City in the afternoon.
