HOOVER DRIVE IS CENTERED ON AL STRONGHOLD Campaign Starts With Rush in New York Sector; Favorable Reports. BY RAY TUCKER WASHINGTON, July' 9. The campaign for Herbert Hoover has started with a rush in the New York sector, where the decisive engagement of the presidential battle may be fought. Encouraging reports of conditions in A1 Smith’s home territory have been made to Under Secretary Ogden L. Mills, one of the outstanding Hoover leaders in the east, and he has presented a preliminary report to both Hoover and Secretary Work, Republican national chairman. Mills has attended several ratification meetings held by New York G. O. P. organizations which were among the groups that held out to | the last against Hoover’s nomina- ! tion. Interests Swing to Hoover Informal canvasses have indicated that many elements which usually support Smith in State contests may desert him in the national election. It also is reported that some of the large downtown interests opposing Hoover during the pre-conven-tion campaign now have swung to ! him. Another large group of voters usually found in the Smith camp, but now reported friendly to the Republican nominee, are the for-eign-born and their children. Smith always has rolled up a tremendous vote in their districts, but they are said to look favorably on Hoover because of his relief work during ! and after the war. Mills also expects the Republican business groups which have voted I for Smith in his gubernatorial j struggles to stand by the national I ticket. If these elements forsake Smith in the city, and Hoover captures the normal Republican vote in upstate territory, the Empire State may not be so safe for the Democratic nominee as his managers believe. Battle Plans Drawn Up Battle plans for New York and other eastern States were considered at Saturday’s meeting between Hoover and political leaders from New England, New York and Pennsylvania. The nominee wants the machinery for this territory fairly well set up before he leaves for the West. Besides Work, Senator Moses and James W. Good sat in while plans ' for the eastern battle are outlined. Moses is slated for eastern manager, with headquarters in New York, while Good has accepted the j western post, with Chicago as his i base of operations. CITY’S POLICE SHORTAGE POINTED OUT IN REPORT Worley’s Survey Shows Indianapolis Below Smaller Cities. Although smaller in population, Indianapolis has larger area in square miles than Milwaukee or Buffalo, with far fewer policemen to patrol it, according to figures compiled by Police Chief Claude M. Worley, and presented to the safety board, in support of his 1929 budget request, which would increase the size of the local police force. The chart, prepared by the chief, shows that. Milwaukee, with thirtyseven square miles to cover has 982 officers, and Buffalo with forty-two square miles, has 1,165. This city with flfty-slx square ; miles, has a total force of 539. Milwaukee’s population is 580,000, Buffalo 540,000, and Indianapolis 398,000, according to the Worley figures. Other cities listed are Chicago, Detroit, Cleveland, St. Louis, Cincinnati, Minneapolis and Louisville. All have more police for the amount of area covered, the chart shows. FILE FINGERPRINT )ATA Records Increased by 11,400 in Six Months, Aid in Conviction. Fingerprint records of the State bureau of identification and in- j vestigation have been increased by j 11,400 since Jan. 1, the seihi-annual report to Secretary of State Frederick E. Schortemeier today showed. The total on file now is > 18.900. In the first six months of 1928, convictions in which the State bureau had a part, cleared twentyone bank robberies. Fifty-seven cases were investigated, including forty bank robberies, thre emurders, : one forgers’, and thirteen commer- j cial burglaries. WIN MARKSMEN BADGES Three Indianapolis Cadets in C. M. T. C. Get High Shooting Scores. Three Indianapolis boys have been granted the badge of “marksmen’’ as a result of their rifle practice at Ft. Benjamin Harrison as cadets in the Citizen Military Training Camp. The boys are Tom Gockley, 4027 Graceland Ave., of Company G; Coonel Faught, 2428 Speedway Rd., Company H, and Walter P. Osborn, 3925 Rookwood Ave., Company K. The ratings were made with a 45-caliber automatic army pistol. Osborn led the trio with 158, Gockley second with 145 and Faught third with 141. Many Children Lost at Coney By United Press NEW YORK, July 9.—Two hundred seventy-five lost children were restored to their parents by Coney Island police Sunday.
