SMITH SWING SEEN IN SOUTH. ! BOROERSTATES Maryland, Kentucky Shift to Governor Undermines Opposition. BY C. J. LILLEY HOUSTON, June 22.—Swinging of delegates to Governor AT Smith from southern and border States is undermining his opposition as the opening day of the Democratic convention approaches. Smith has pledged only seventyeight delegates out of 366 in the South, but his leaders are hopeful of making a far better shewing on the opening ballot. A few weeks ago he had only thirty-six. Texas, Alabama and North Carolina continue to be the most fought for territory. The forty Texas votes are in the hands of Governor Dan Moody, an avowed dry who seems determined to try to stop Smith. The delegation is under unit rule sfnd instrutced to support a dry candidate. If unit rule can be broken. Smith can get nearly half the delegation, according to his supporters. Alabama’s twenty-four delegates are instructed against. Smith, although uninstructed ior any other candidate. Walter Moore, national committeeman, is a Smith man, but has no control over the delegation. With Moore and Smith’s men at work, it is hoped to make a dent in the Alabama ranks. Moody says be doesn’t know how his State’s delegation intends to vote. "They don’t know themselves,’’ he says. Popular opinion has credited the delegation to Representative Cordell Hull. Kentucky has swung behind Smith. Governor Ritchie has delivered his delegation to Smith, while Oklahoma is known to favor him. Smith’s showing in the solid South looked hopeless until the Kentucky and Maryland breaks came. Since then, he has gained so much prestige that his nomination is certain, according to his supporters. Moore and other southern leaders scoff at the idea that the Republicans can capture the solid South in case Smith is nominated. “The South is Democratic and always will be,” says Moore.
