FOREIGN PLANKS i BEING FRAMED BY DEMOCRATS Expect Platform to Attack \: Intervention in Haiti p and Nicaragua. r BY MAURITZ A. HALLGREN i United Press Staff Correspondent WASHINGTON, June 20.—Intervention in Latin-American countrie will be denounced, a redefinition of the Monroe Doctrine will be promised, and closer cooperation with the League of Nations will be urged in the platform which the Democrats are expected to adopt at their national convention in Houston next week, the United Press was informed today. Foremost of the foreign gelations planks, according to this information, will be one promising that the Monroe Doctrine will be revamped, restoring it to the form and import President Monroe gave it. Favor World Court The rejuvenated doctrine would affirm anew the determination of the United States to prevent European countries from acquiring terr tory in South America, but at the same time make it clear that the doctrine will not be used as a cloak for encroachments by the United States on South American sovereignty and territorial integrity. Ways and means of increasing American cooperation with the league will bp discussed in another plank, although the platform will probably be silent on the question of American membership in the Geneva body. Democrats also will urge that steps be taken for the United States to join the world .court on an acceptable basis. Ra.p Naval Armaments Further reduction of naval armaments will be advocated, it was declared, although the platform will advise against holding another naval conference until adequate diplomatic preparations can be made. Under Democratic leadership, the platform probably will say, the United States will refrain from intervening in the internal affairs of Latin-American countries. Withdrawal of the marines from Nicaragua immediately after a stable government has been set up Will be promised in another plank. Similarly, the platform will advocate the withdrawal of marines from Haiti as soon as a popularly elected government is established.

DRY LEAGUE IS HOSTATDINNER Expect Democrats to Go Strong for Prohibition. F. Scott Mcßride, general superintendent of the Anti-Saloon League, outlined what the league expects the Democrats to do in addressing a dry dinner to which business men and manufacturers were invited at the Roberts Park Methodist Church, Tuesday night. If the Democrats adopt a dry plank and choose a dry candidate, the league will be nonpartisan in | the campaign, Mcßride declared. j Republicans adopted a strong prohi- j bition plank at Kansas City.
