TEXTILE UNION LEADER BUILDS ON GOOD WILL Financial - Stability Forms Basis for Employes’ Prosperity. By Times Special SAN FRANCISCO. June 8.—“I want to deal only with men who arc financially responsible.” Thus does Sidney Hillman, sometimes called ‘‘America’s leading labor statesman,” brush aside the “class-war” and announce the new American doctrine of partnership between capital, and labor. As chief speaker at the Pacific Coast Social Workers Conference the young head of the Amalgamated Clothing Workers gave the social workers a formula which he promised would lose for them most of their jobs and abolish poverty in the world’s richest land. "Our present industrial system has been the greatest contributor to wealth and prosperity in history,” he said. “The quarrel of labor is with the distribution of this prosperity. I’d rather be a party to a quarrel about distribution than about a situation where there's nothing to distribute. Keeps High Standards “But industry stands indicated today if it fails to support in comfort and security those who produce the wealth. If charity is called upon to subsidize industry, something is wrong.” Hillman’s formula for continued prosperity includes fhaintenance of a high living standard so that the workers can buy industry’s goods, shorter hours to take up the slack of unemployment; unemployment insurance to remove the fear of want, and democratization of industry, such as his famous union is bringing about. Hillman heads 140,000 clothing workers some of whom in 1910 were getting $5 a week in the sweatshops of New York and Chicago. Today they’re secure in their jobs, working eight hours a day, getting $1 an hour, own two banks, are eliminating turn-over by means of impartial boards to hear hire-and-ftre complaints, have taken over 60 per cent of production management and have paid out $3,400,000 in unemployment insurance. Loan to Employers They have loaned $500,000 to their employers to finance them over the rocks, are lending in short, unsecured loans at 8 per cent to the workers, are building co-operative apartments and renting or selling them to workers at a third of the old price, have increased efficiency in the industry so greatly that with wages 300 per cent higher than before, labor costs are only 25 per cent higher. This is Hillman's type of organization. “In most of America’s industries the law of the jungle prevails,” he said. “If the competitive clothing industry can bear up so well under the democratic form, why can not the coal, the textile, the auto and the other industries? “The democratization of industry is not labor’s business. It is America’s business. Unless America is prepared for its greatest crash i. will see that, just as it has applied democracy to, politics, it will apply democracy to industry.” MRS. Knapp, former Secretary of State of New York, is under treatment for a nervous breakdown at the home of relatives here. Her physician, Dr. Theodore W. Ely of New Bedford, said her condition was serious, but not dangerous. She will remain at home until she is able to stand the strain of travel, he said. Mrs. Knapp recently was found guilt yof larceny of census funds while she was Secretary of State and is awaiting sentence. PLAN PAPER AIR RAID Farmers to Bombard Rebels With Pamphlets Urging Peace. DAYLIGHT TIME BANNED -County Commissioners Refuse Petition of Employes. County commissioners Thursday again refused to put the Courthouse on daylight saving time. A petition of employes was denied on teh grounds that the statutes provide that county offices operate on Central Standard time. Courts and prosecutor’s office are operating on daylight saving time.
