BILL PROPOSED TO EXTEND U. S. CARE OF BABIES Survey Shows Much Done for Mothers Under Present Act. BY C. J. LILLEY WASHINGTON, June B.—A broader and modernized version of the Sheppard-Towner act sot care of mothers and babies is to be introduced and has every chance of favorable action in the December session of Congress, Senator Morris Sheppard,, author, said today. The present act expires'June 30, 1929, and the one to take its place will increase its scope, Sheppard asserted. The Federal maternity and infancy act is the legal title of the Sheppard-Towner measure. It was conceived by Sheppard and introduced jointly in both houses by Sheppard and Horace W. Towner, former Congressman and now Governor of Porto Rico. Would Widen Work Its purpose is to instruct mothers and communities in prenatal care and especially to assist those prospective mothers least able to get medical attention. Federal funds were supplied those States that made appropriations to assist. Under the proposed act, Sheppard said that the work will become nation-wide regardless of the attitude of States toward it. Searching inquiry into the operation of the Sheppard-Towner act just has been completed by the American Child Health Association and the Maternity Center Association at request of the National League of Women Voters. Fourteen widely scattered States were selected and what Sheppard describes as a highly favorable report was submitted. Much Good Done The report showed that the act: Decreased the death rate for mothers and babies. Organissd health centers all over the country, from which instruction in birth and care of babies was widely disseminated. Established clinic where destitute mothers could get free medical assistance. \ Made more imperative registration of births. Regulated midwives. Created more sanitary laws relative to milk supplies and helped to establish agencies by which milk could be obtained for children.

Modern newspapers are becoming agencies for the distribution of fact than editoral opinion, Boyd Gurley, editor of The Indianapolis Times, declared in a speech at the Advertising Club luncheon at the Spink-Arms Thursday. The modern newspaper which seeks to serve the public presents uncolored facts to its readers, he said. One of the greatest services it renders is to enable the voters to cast intelligent ballots, he also said. RAINS HANDICAP PAVING, IMPROVE DIRT JHIGHWAYS Extensive Work Planned in Resurfacing Roads This Summer. Unpaved roads of the State are in excellent condition, due to consistent maintenance work and the heavy rains, the weekly bulletin of 'the State Highway Department issued today points out. The rains, however, have handicapped the paving projects and work has been delayed. There is every indication that Indiana will enjoy a banner year from the standpoint of payment laid, Director John D. Williams states. The State Highway Commission has let contracts four times this year and is prepared to add at least fifty miles in July to that already under contract, Williams said. Road conditions were listed in the bulletin as follows: Rd. 2—Detour from Belshaw near Rd. 41 to east edge of Lowell is 6 miles. Rd. 3—Detour around construction 2 miles north of Muncte to Hartford Citv ,is 18V- miles Detour from Petroleum to Bluffton is 9.5 miles.
