SLACK DELAYS FILLING VACANT PARKPOSITION Milnor’s Successor Yet to Be Appointed; Still Serves. Filling of the vacancy on the park beard is, not being considered at present by Mayor L. Ert Slack, he saic today. Park Board President John E. Milnor, Republican, never has been reappointed to the board following expiration of his term in March. The statute provides the vacancy shall be filled within thirty days by the mayor. Slack allowed Milnor to continue on the board under the provision that a member shall serve until his successor is named. Reorganization Hinted City hall observers thought it unusual that Slack would cast the - —• ciding vote in the election of Milnor as president, although he has not reappointed him on the park board. Milnor’s activities have been considered friendly to the Slack administration. Slack has indicated at various times that he planned reorganization of the park cVipartment if he could obtain the resignations of Adolph G. Emhardt, Democrat, and Mrs. Mary Hoss, Republican member. Mrs. Hoss and Emhardt declined to give Slack their resignation citing the statute which provides a four-year tenure of office. It is believed Slack still hoped to bring sufficient pressure upon the two members to obtain their resignations before filling the vacancy. Temporary insanity is expected to be Miss Brumbaugh's defense. The brothers are alleged to have been present when Miss Brumbaugh shot Cook. Miss Brumbaugh told the police a story of abuse and violated love.
