SIGN OR VETO’ SHOALS DRAFT, NORRIS URGES Failure to Act Will Cloud Status of Bill, Insists Senator. BY C. J. LILLEY WASHINGTON, June I.—Only by definitely signing the Muscle Shoals bill or by a conclusive veto can President Coolidge overcome the uncertainty caused by his failure to act on this legislation before Congress adjourned, Senator Norris and others said today. However, the preponderance of opinion was that the bill would die automatically through a “pocket veto” unless Coolidge affix%> his signature. The President has three courses before him: To sign the bill within the tenday limit. To veto the bill within the same ten-day limit, in which event the legislation is dead until the next session of Congress. To let the ten days elapse without acting either way. The White House is known to hold that failure to sign the bill within the prescribed limit will be a “pocket veto.” Senator Norris takes the other view and holds to it despite all other contentions. Norris says if the President does not sign or veto the bill it automatically becomes a law. It Is estimated that a motor engine now being tested in Venice will give an airplane a theoretical speed of 625. miles an hour and an effective speed of 470 miles.
