CIRCLE PARKING LAW PREVENTS LIGHTINGSHAFT Contracts Let to Illumine Monument; Wait on Council Action. Illumination of the Soldiers and Sailors Monument shaft is being being delayed by failure of city council to repeal the ordinance permitting automobiles to park on Monument Circle, Col. Oran Perry, Monument superintendent, declared today. Col. Perry said the monument board entered into a contract with the General Electric Company to install additional lights to illuminate the monument but the improvement is being held up until the city removes autos from the circle. The candelabras have been wired for the new lighting system The additional illumination was agitated three years ago by the Chamber of Commerce and Federation of Civic Clubs and other organizations. The improvement will cost about $2,000. “The public wanst the improvement and we are anxious to give it to them. But the city council will have to do its part first. The present ordinance allowing parking on the Circle is in violation of a State law. We could obtain an injunction against the city, but we don’t want to start anything. The most peaceable folks in Indianapolis are running the monument,’’ Col. Perry said. Col. Perry said the attorney general handed down an opinion that the city ordinance is in conflict with the State statute which prohibits “any obstructions” on the Circle. Councilman John F. White, who

FOSTER HEADS ‘REJMICKET Communists Name Gitlow Running Mate. Bji United Press NEW YORK, May 28.—William Z. Foster will carry the banner of communism into the presidential election this year as the nominee of the Workers’ Party of America. His running mate for Vice President will be Benjamin Gitlow, who served a prison . term for criminal anarchy and who never has regained his status as a citizen of the United States. Both men are high in the ranks of communism. They are former members of the Socialist party. Gitlow has been a candidate for mayor of New York and for Governor. A twenty-minute demonstration occurred after their nomination Sunday. The party’s platform will include planks calling for the overthrow of the capitalistic class, a wide system of social legislation, and the withdrawal of all American troops in Latin-America and China. Unemployment insurance and repeal of the Eighteenth Amendment are other issues to which communists are pledged. Set Iris Show Dates Bn Times Special FT.
