system by leasing the Big Four, Michigan Central and Chicago, Kalamazoo & Saginaw Railroads, in which it now has stock control. Arguments were heard also on a second application by the Big Four —Cleveland, Cincinnati, Chicago & St. Louis—to lease the Evansville, Indianapolis & Terre Haute Railway and the Cincinnati Northern, now controlled by the former line. If the commission approves both applications, it will enable the New York Central to unify all its subsidiaries under one management. Greater efficiencies and economies would result from this action, the commission was told. Objections to the_ applications
were entered by representatives of a number of short lines not included in the plan and by minority stockholders of the New York Central. The application has been before the commission for nearly two years and the examiner’s report recommended its rejection on the ground that adjoining short lines were not included.
