TALK BIG LOAN TO NICARAGUA: ■ SURVEYS MADE CooHdge and Kellogg Meet With McCoy Today. BY MAURITZ A. HALLGREN United Press Staff Correspondent WASHINGON, May 14. Brig. Gen. Frank R. McCoy, who will feupervi.se the Nicaraguan elctions in November, was due here today to discuss th eNicaraguan political situation with President Coolidge and Secretary of State Kellogg. McCoy’s report on political conditions is expected to have an important bearing on the State Department’s attitude toward the anticipated $12,000,000 loan to Nicaragua and on the possibility of the appointment of a financial dictator to administer the loan. The views of McCoy, who has Spent several months in the Central American country and who returned to the United States last week, will be weighed with those of !W. W. Cumberland, who recently submitted an economic and financial report to the State Department after a three months’ survey of Nicaragua. Cumbrland’s report has not been published, but it is said to have recommended a loan of about $12,000,000, which would be used in payment of some of the claims arising put of the recent revolution, for establishment and maintenance of a national guard, in payment of election expenses, for additions to the national railways and for other public works.
