90,000 PERSONS TO BENEFIT BY l S. PAYBOOST Early Passage of Measure I for $18,000,000 Expected in Congress. BY OSGOOD ROBERTS WASHINGTON, May 11.—Passage bf the Welch-Smoot bill carrying about $18,000,000 to increase the salaries of all classified Government workers is expected by Congress iwithin the next ten days. The legislation has already passed in the House by vote of 281 to 14, and a poll of the Senate indicates an overwhelming majority of supporters. The Senate Civil Service Committee will report favorably on the measure without hearing, and President Coolidge has made known he will sign it. Os the total authorization, about $12,000,000 is intended to benefit approximately 90,000 persons in the field service. The remainder will go to 45,000 employes here. Every Worker to Benefit Every Federal worker whose position has been classified is due to receive a pay increase, regardless of civil service classifications. As passed by the House, the bill directs a classification of all positions in the field services as contemplated by the act of 1923, to insure higher compensation. Boosts will average around $125 annual for the lower grades of the administrative, fiscal and clerical services. Maximum in all the grades are raised considerably. The highest salaries in the professional and scientific groups have been boosted from $7,500 to $9,000. . Lower Age Limit The Senate has already passed the Dale bill liberalizing present retirement. laws to permit a maximum annuity of $1,200 instead of SI,OOO. Optional retirement is permitted after thirty years service under certain age requirements which are made two years lower than at present. A nearly identical bill, with the same annuity and methods of computation, but permitting optional retirement after thirty years service upon arrival at sixty years, throughout all grades, has been reported by the House Civil Service Committee. Its chances of passage are not so bright. House leaders have not permitted the retirement legislation to reach a vote on the floor and the measure is not included in the legislative program for the remaining days of the present session. USE FISH REFUSE FOR FARM ANIMALS’ FOOD Material Usually W T asted May Be Made to Pay Profit. By Science Service LONDON, May 11.—Investigations here have shown that fish refuse, which is normally returned to the sea, is a valuable food for farm animals. The food investigation board, a government bureau under |he direction of the Department of Scientific and Industrial Research, reports that the refuse from fish may amount to as much as 30 per cent of the total quantity of material brought on board. At present it is thrown back into the sea and wasted, but it is hoped that future arrangements will be made for utilizing it on land as a feed for animals. One of the objections to the present method of dumping the refuse in the sea is that, this drives the fish away from the area, rendering it useless from the fisherman’s point of view. Work on fish meal and fish oils is at present in progress under the food investigating board at the Imperial College,of Science and Technology, London, and at Liverpool University.
