MEMORIAL BILL BLOCKED AGAIN House Compromise Fails on Hoosier Draft. WASHINGTON, May 3.—lndiana House members failed in another attempt today to pass the $1,000,000 George Rogers Clark memorial for Vincennes, Inch When Chairman Luce of the House library committee, asked unanimous consent to bring up the bill, Representative Black (Deni.), Texas, said he would withdraw his objection made Wednesday, it the five members of the library committee would agree later to stand for the House bill appropriating $1,000,000, as against the $1,750,000 voted by the Senate. Representative Gilbert (Dem.), Kentucky, a committee member, said he favored a larger appropriation and would not agree to Black's request. Black then objected again and the measure was withdrawn.
