’MACHINE GROUP NAMED WATSON, AUTHOR CLAIMS Irvin Says Senator Chosen in National Plan to Defeat Hoover. This is the first of three articles bv will Irwin, •'the world's greatest living reporter," entitled "Indiana, Be Yourself.’ 1 BY WILL IRWIN During the past five years Indiana, the heart of America, has lived through a period of political corruption unparalleled in her honorable history. There’s no n ;ws in that. Every one knows it, both inside of the State and—unfortunately—outside. In a general way, this sort of thing isn’t news about any American community. Most of us get into that rut now and then. It was the risk we took when we founded our Governmently firmly and unshakeably on the popular will. The public grows careless. Voters with no primary stake in politics get into the habit of leaving the prime duty of a citizen to the organized parasites of gentlemen who j know exactly what they want. The ' organization of the party in power j grows corrupt. The corruption extends to the party out of power—-self-advantage knows no political j lines.

Profits in tlie Machine Some stand for it because—with uneasy conscience—they are profiting by the system, some because of mild terror of what the machine tap do to them, some because of mere apathy, some because they dislike to wash in public the dirty linen of the community, and some because they are intoxicated by that gas of fake patriotism and party pride with which the crooked expert in politics screens his operations. Next stage: The boys, through habit of power, grow over-greedy snd careless. Because they got away with everything so far, they think they can get away with anything. And at about the time they are preparing to sell the tin roof of the State Capitol one of two things happens: Either there arises a strong, courageous champion like Hast or Roosevelt, who takes his little sling and goes out and slays this fat-bellied Goliath, or some member of the machine commits a crime so flagrant that even handpicked grand juries and subservient judges can not ignore it without danger of lynching. Procession to Prison The community rises up in the old, enthusiastic American way. Usually, there’s a procession of grafters past the grand jury and a few new faces in the State Penitentiary. Then comes an election on the non-partisan issue of civic virtue versus civic robbery. The machine is broken all to pieces. The administration which follows usually concerns itself mainly with the business of government. As most children must have the measles and be done with them, so most American States and cities must go through this experience. It is perhaps a tribute to the strength of Indiana’s moral constitution that she held off the disease so long. The climax in Indiana was a crime so shocking that the news of it ran around the globe. Stephenson. to many if not to most the symbol of corruption, committed a peculiarly dirty murder. Klan Head Goes to Jail The outraged citizenry rose up, put him into the penitentiary for life, even indicted and convicted for political offenses some of the politicians whose operations became public in the course of his sensational fight to escape punishment. At the ensuing primaries it returned a majority for the machine which had played in and out with Stephenson—sometimes his tool, sometimes his master. “Corrupt and contented.” Now Indiana is not at heart corrupt. Since she is traditionally our most characteristically American State, to believe that is to doubt the moral soundness of our country. Nor is she, it seems to me, contented. Vote as she may, she has an uneasy feeling that things aren’t right with her civic conscience. Repairs for Election The machine, knocked temporarily a little out of gear, after his connection, made jury repairs and went on. It won, though by a tight squeeze, the next primary election. It continued to mint dollars for certain gentlemen, large and small, who know exactly what they want—pending the time when some able and courageous citizen should rise up and throw a monkey-wrench into the works.

There were new indictments and convictions for crimes committed - since Stepehnson fell. The mayor j of Indianapolis and part of his council were found guilty of corrupt election practices. The State chairman of the machine was sentenced for illegal practices in connection with a bank. They hatched a magnificent scheme. Next to fake patriotism, fake State pride is the best hold of a political grafter. And there was the eloquent, likeable Senator Jim i Wat-on, beautifully regular, from poiuu of view of the boys. Owed Power to Machine Jim Watson had kept his hands from picking and stealing, but owed his career to the machine and had always returned the favor by appointments and special favors. The plan had other attractive angles. The big boys outside the State who were trying to block the candidacy of Herbert Hoover and turn the Republican national convention into a trading match, were looking for “favorite son” candidates in all the doubtful States. To nominate Watson in the presidential primary was to secure quiet—oh, very quiet—but effective support from without. I The glittering prospect o. The next treasure hunt in the Ozark Mountains of Missouri is to be led by Miss Marian Rymers of Birch rree. Mo. Young men specializing in geology at the Rolla (Mo.) School of Mines are to be her assistants. Miss Rvmers has devoted several years to studying Indian lore concerning "pony loads of silver” buried in the Birch Tree neighborhood generations ago.

CAPTURE ORVILLE WEBB ’Last of Perry Gang’ Held at Knoxville, Tcnn. Detective Chief Jerry Kinney was notified today of the capture of Orville Webb, termed by detectives the “last of the Perry gang,” at Knoxville, Tenn. Webb will be returned here to face trial on charges of autobanditry and burglary. First arrests of the Perry gangsters were made by Lieut. Patrick O’Connor’s squad about a month ago after engaging in a gun battle in which Wilbur Allen, pal of Everrett Perry, was killed. Perry was captured at that time and a round-up of suspects brought confessions that solved more than sixty safe-crackings, hold-ups and burglaries in Indianapolis and neighboring cities. All Perry gangsters were given long prison terms and police continued to search for Webb, the last member to be still at large. the subsidiary candidates through with him. The machine would keep running for another two years at least. So they entered the genial Watson as Republican candidate for nomination as the President of the United States. And when they did it, they knew and he knew and the gentlemen who juggle national politics knew and every one but a few overpersuaded voters knew, that he hadn’t the chance of an ice cream cone on a red-hot stove.
